106年度空氣品質維護管理暨懸浮微粒削減管制整合計畫

中文摘要 為持續達到空氣品質改善之目的,本計畫執行「空氣品質維護管理暨懸浮微粒削減管制整合計畫」,計畫執行期間自106年11月4日至108年2月3日。至期末報告,除雲林縣空氣污染防制基金管理委員會兩場會議,辦理變更展延,其餘工作項目皆已完成契約工作量,茲將初步成果說明如下。 雲林縣之環境負荷人口數量因人口外移逐年減少,縣內分佈趨於傾向都會區集中;車輛數部分主要以小客車及重型機車呈上升之趨勢,輕型機車因環保局推廣汰舊換新,補助民眾使用電動機車,而有逐年減少的趨勢;雲林縣工廠主要除既有的六輕離島工業區為最大排放源外,其他工業區也逐漸發展成為重要排放來源,而於民眾陳情案件,則應持續強化工廠輔導減量及抑制露天燃燒之管制工作,強化人口密集處之餐飲業者管制作業,降低後續可能之陳情案件。 依據環保署空氣品質監測網統計資料顯示,統計雲林縣100年~107年空氣品質指標(AQI)良好日(AQI≦100)與對敏感族群不健康(AQI≧101)比例,雲林縣良好日比例介於60%~73%之間,且有逐年上升之趨勢,對敏感族群不健康比例介於27%~40%之間,且有逐年下降之趨勢,歷年指標污染物仍以細懸浮微粒為主,比例為65%~86%之間,其次為臭氧8小時,比例為11%~31%之間,且比例有逐年上升之趨勢。 雲林縣懸浮微粒削減管制行動方案,結合「104~109年版空氣污染防制計畫書」所訂定之管制目標,以作為107年度管制目標,進行計畫成效管控並追蹤污染減量達成情形。於107年2月5日辦理一場次空氣污染防制委員會;另因應107年8月1日公告之空氣污染防制法, 108年第一場空氣污染防制委員會辦理契約變更,於108年1月22日辦理擴大內部會議,先行以環保局跨科室討論相關工作規劃。 為瞭解本縣空氣品質維護管理計畫執行成效,本計畫於執行期間依據環保局於107年4月修定之「雲林縣空氣污染防制計畫考核評分辦法」。 執行緊急應變,於107年6月19日協助局端完成公告。統計107年雲林縣空氣品質達惡化應變日數達171日,其中平日空氣品質嚴重惡化應變次數為111日。

英文摘要 In order to continue to achieve the goal of improving air quality, the project implemented the “Air Quality Maintenance Management and Airborne Particle Reduction Control Integration Plan”, which was implemented from November 4, 2006 to February 3, 2008. By the end of the report, in addition to the two meetings of the Yunlin County Air Pollution Prevention Fund Management Committee, the change was extended, and the rest of the work items have completed the contract work. The preliminary results are explained below. The number of environmentally-loaded population in Yunlin County has been decreasing year by year due to population migration, and the distribution in the county tends to be concentrated in the metropolitan area; the number of vehicles is mainly due to the rising trend of small passenger cars and heavy locomotives, and the light locomotives are being promoted by the Environmental Protection Agency. In order to subsidize the use of electric motor vehicles, there is a trend of decreasing year by year; the Yunlin County factory is mainly the largest emission source except for the existing Liuliang Islands Industrial Zone, and other industrial zones have gradually developed into important sources of emissions. It is necessary to continue to strengthen the control of factory counseling and reduce the control of open burning, strengthen the control of food and beverage operators in densely populated areas, and reduce the possibility of subsequent follow-up cases. According to the statistics of the Environmental Protection Department's Air Quality Monitoring Network, the ratio of Air Quality Index (AQI) Good Day (AQI≦100) in Yunlin County to the Unhealthy Group (AQI≧101) in Sensitive Groups, Yunlin County Good Day The proportion is between 60% and 73%, and there is a trend of increasing year by year. The unhealthy proportion of sensitive population is between 27% and 40%, and there is a trend of decreasing year by year. The indicators of pollutants in the past years are still fine aerosols.
