購物用塑膠袋使用費(稅)可行性分析與基金成立實施方案評估計畫
| 中文摘要 | 鑒於購物用塑膠袋對環境及生態危害的問題逐漸受到國人重視，及環保署亦積極推動減量措施，本研究計畫之主要目標在於探討購物用塑膠袋使用費（稅）可行性與基金成立實施方案評估，以及如果可行，其推動實施方案應如何周延規劃。透過經濟誘因工具達到促進購物用塑膠袋減量目標。 研究將分為二大階段，第一階段主要工作重點在於購物用塑膠袋使用費政策可行性分析，本研究將以國外資料蒐集、產業次級資料調查、抽樣調查及市場價值評估等方法，以掌握購物用塑膠袋使用費政策在國內推動可能的問題。 第二階段則針對可行性分析之後，探討相關政策推動時，實際政策內容應如何規劃。換言之若決定購物用塑膠袋政策應該執行，則針對法源依據、徵收對象、徵收費率、基金管理原則、基金使用用途等基金收支保管相關管理辦法進行探討。 | ||

A study on the feasibility of charging the use of plastic shopping bags and the assessment project to the plan on building up and implementing the fund
| 英文摘要 | In Taiwan, people are paying more and more attention to environmental damages and ecological problems caused by plastic shopping bags. Taiwan EPA has also long been promoting waste reduction policy at the bag production origins. The main goal of this research project is to explore the possibility of imposing fees on plastic shopping bags and setting up a fund for recycling plastic shopping bags. Also depending on future situations, we propose feasible ways of implementation, including economic incentives to achieve the reduction targets. This study was divided into two major phases. The first phase focused on the feasibility analysis on the fees charged on plastic shopping bags. This study analyzed the policy experiences abroad, the secondary data from industrial surveys, and market valuation methods to answer the possible questions raised in the future. In the second phase after the feasibility analysis, we focused on how to implement appropriate programs in Taiwan, especially the relevant strategies and programs. In other words, if it is feasible to impose fees on plastic shopping bags, then the legal basis, collection targets, fee rates, principles of fund management, intended uses of such funds etc. have to be clarified. | ||
