The execution period of this project was from 1/1/2017 to 31/12/2017. All
planned items were executed according to schedule with no delay occurrences.
The 2017 Road Cleaning Plan is equipt with 1 sweeper vehicle, 1 street wash
vehicle. Both the sweeper vehicle and the street wash vehicle function inspections
have been completed on 3rd January 2017 with the results meeting the requirements of
the Environmental Protection Administration, Executive Yuan regulations. Both of
these vehicles are equipt with the GPS pilot system & satellite nagivation.
The initial part of the plan includes quantitive management of the the cleaning
equipment work process, focusing on the contracted clocked mileage, focus points of
the past years and road grime, washing & sweeping from Monday to Friday (total of 5
days per week). The daily mileage of the street wash vehicle was around 68.1 miles
and the daily mileage of the sweeper vehicle was around 60.7 miles.
The total accumulated work for the street wash vehicle was 18,087.82 kilometers,
achieving 100.49% of its target (contracted distance was 18,000 kilometers); The total
accumulated work for the sweeper vehicle was 16,109.26 kilometers, achieving
100.68% of its target (contracted distance was 16,000 kilometers. Estimated TSP
reduction was 471.92 metric tones.
For the cleaning project, the total water usage for 2017 was 19,952 metric tones,
the average water usage per unit was 1.10 metric tones/kilometer. Dust collection was
152,030 kilograms, the average dust collection was 9.44 kilograms/kilometer; the
sweeper vehicle total gas usage was 12,314.5 litres of diesel oil, the average dust
collection/gas usage was 12.35 kilograms/litre. If we calculate the diesel gas price as
24 litres/NTD (based on the disclosed price of CPC Corporation), then for every
kilogram of dust collected, the sweeper mvehicle will require 1.94 NTD of gas
expense.
The required monthly patrol length is 15% of the County’s total road length and
over 40 main roads included in check-ups, which consists of 48% of Hsinchu County’s
roads. The first season patrol of 81 A level roads consisted of 175.6 kilometers, 64 B
level roads consisted of 218.7, 1 C level road of 1.4 kilometers; The second seasonpatrol of 89 A level roads consisted of 185.6 kilometers, 57 B level roads consisted of
210.2 kilometers, The third season patrol of 96 A level roads consisted of 210
kilometers, 50 B level roads consisted of 185.7 kilometers, The forth season patrol of
103 A level roads consisted of 229.7 kilometers, 43 B level roads consisted of 166
kilometers.
A total of 37 enterprises participated in the adoption of roads, with the total
adopted road length being 43.76 kilometers. The monthly work includes 151.88
kilometeres of street washing and 384.86 kilometers of sweeping.
In terms of the water source for the road cleaning project, the road washing
personnel shall on a weekly basis, use a portable testing apparatus prior to working
(items need to fulfill the pH6.0~9.0; clearity level under 70NTU). Operations can only
start of the results meed the requirement levels. The onsite testing range is 6~40 NTU;
pH range 6.5~8.
The first season sample results show 30 A level roads occupy 60%; 20 B level
roads occupy 40%; 0 C level roads occupy 0%; The second season sample results
show 32 A level roads occupy 64%; 18 B level roads occupy 336%; 0 C level roads
occupy 0%; The third season sample results show 33 A level roads occupy 66%; 17 B
level roads occupy 34%; 0 C level roads occupy 0%; The fourth season sample results
show 33 A level roads occupy 60%; 17 B level roads occupy 34%; 0 C level roads
occupy 0%;
The 2017 project satisfaction survey results show that the satisfaction rate of
Environmental Protection Bureau Cleaing Project was 80.8%; proving significant
results for the cleaning project.
The end of term report takes in reference the parameter settings of Environmental
Protection Bureau, Executive Yuan’s of TEDS 9.0. Based on estimated dust emissions
of Hsinchu County card, the 2017 total road emission TSP would be 4,012 metric
tonnes/year.
