106年雲林縣北港溪關鍵測站總量管制暨水污染源稽查與水污費徵收查核計畫

中文摘要 本計畫之執行為持續推動本縣列管事業廢(污)水處理設施操作情形調查與放流水質查核藉由科學儀器稽查方式進行點源污染削減,另針對重大水污染源進行功能評鑑作業以遏阻不肖廠商為節省成本進行偷排繞流之情事,並加強轄內暗管及異常排水之查察及提升水污染案件應變處理能力,擴大推動本縣河川巡守隊運作,結合民間義工團體共同守護河川,以減少事業廢水對河川水體環境污染,落實本縣境內各河川水體水質改善工作,提昇整體環境品質及河川親水之空間及成效,給予本縣縣民一個乾淨又清澈之自然河川生態。 期間共計完成現場稽查作業281家次,進行污染熱區的事業放流水水質採樣作業102場次,共計有40家次未符合放流水標準;並查獲10支不明暗管,並已完成公告及封管作業,估算每天有效削減BOD污染量約496 kg;已完成3家事業單位廢水處理設備功能評鑑;協助環保局處理3件有關水污染相關或緊急應變事件;巡守隊工作內容部份,完成辦理淨溪活動5場次,累計有16隊水環境巡守隊隊員,清除河岸面垃圾計約5,000多公斤;另本計畫已辦理106年度全國水污染防治全國業務檢討活動。 北港溪流域污染控制評估部分目前雲林縣已建置及著手規劃污水下水道及多處水質淨化工程,依據關鍵水質測站分析結果,土庫大橋及觀光大橋為本計畫評估規劃污染削減之重點,短期內加速推動北港溪虎尾排水水質淨化工程能盡速完工改善水質,畜牧業加強推動「畜牧業妥善操作廢水處理設施」、「推動畜牧業沼渣沼液再利用」,並配合功能評鑑及列管事業稽查;非點源部分,相對於點源污染量較小,考量整治效益及成本,以最佳管理作業(BMPs)改善場址評估,優先考量低衝擊開發技術(LID),如人工濕地、自然淨化系統等現地處理工法型式為主。

106 Yunlin County BeiGang Creek Key Monitoring Station Total Quantity Control, Water Pollution Sources Inspection, Water Pollution Control Fee Collection and Project Monitoring

英文摘要 The implementation of this plan is to continuously promote the operation efficiency of the waste water treatment facilities in the county. The investigation and discharge of the effluent water quality are carried out by means of scientific instrument inspection. The other for a major water pollution sources, we have implemented function evaluation work to curb unscrupulous companies to save money to illegal discharge the effluent, and strengthen the jurisdiction of the underground pipes and abnormal drainage inspection and enhance the contingency handling capacity of water pollution emergency cases. Expand the river patrol teams to promote the operation of the county, combined with civilian volunteer groups to protect the river in order to reduce the cause of river water pollution of water bodies. The implementation of the river water quality improvement program to enhance the overall quality of the water bodies, to give the people a clean and natural river ecology. During the project period, a total of 281 inspections have completed, and 102 water quality sampling operations have carried out in the heavy pollution areas. A total of 40 cases failed to meet the discharge water standard. We seized 10 illegal discharging pipes or channels, and also have made public notices and sealed their operations. It is expected to effectively reduce BOD contamination by approximately 496 kilograms per day. We have completed the first stage of wastewater treatment equipment functional evaluation of three Manufacturers. We assisted the EPA in handling 3 incidents related to emergency response at water pollution. There was a total of 16 teams of river patrolling teams have engaged in this year's related activities. All these result in the removal of river surface waste and trash about 5,000 kilograms or more. We have completed for 106 annual national prevention and control of water pollution of business evaluation activity. BeiGang Creek Basin Pollution Control Evaluation Section Currently Yunlin County has set up and proceeded to plan sewage sewer and water purification projects. Based on the results of the key monitoring stations water quality survey, the Tuku Bridge and the GuanGuang Bridge are the focus of this project. Beigang Creek HuWei drainage water purification project can be completed as soon as possible to improve the water quality in the short term. Livestock farming to promote the "Livestock farming properly operation for wastewater treatment facilities", and to" promote livestock farming biomass reuse", and with the functional evaluation and management of the wastewater treatment inspection; non-point source part, relative to the point source pollution is small, considering remediation benefits and cost, the site assessment with the Best Management Practices (BMPs), giving priority to low impact development technology (LID), such as constructed wetlands, natural purification systems, etc.
