Environmental and food safety events have been frequently noticed by the public. The Toxic and Chemical Substances Bureau of Environmental Protection Administration has been expected to play an important role in tracking toxic and chemical substances. The risk assessment certification system has drawn increased attention worldwide through the cooperation between government, schools and associations. The objective of the study was to improve and strengthen the professional expertise of risk assessment of toxic and chemical substances in Taiwan. With independent risk assessment processes and well risk communication, effective and efficient risk management can be achieved. It is necessary to develop risk assessment training courses and certification system to provide the robust basis of risk assessment to conduct and implement long-term public health and environment protection plans. The research team has comprehensively reviewed international risk analysis certification design and training course curriculums from the United States, Japan, the European Union, Taiwan, and Canada. Through participating the US Society of Risk Analysis (SRA) conference in December 2017 and SRA Asia Chapter in Japan conference in March 2018, the team has achieved the agreement with the president of SRA. The team held a successful conference in National Cheng Kung University (NCKU) in January 2018. The draft basic risk assessment teaching material has been proposed and conducted a training course in practice. After the literature review and discussion at the meeting, it is recommended that the risk assessment certification system from the EU and Japan could be fitter model for Taiwan. The research team recommends that the government's future risk assessment certification should cover two directions: 1) Basic training course material planning and curriculum design, and 2) Certification design and promotion. For basic training course material planning and curriculum design, it is recommended to discuss the content of the training course material and conduct education training class in collaboration with the US SRA. The research team recommends to provide information and courses for government related units in need. For the certification design and promotion, the certification recommends to be classified into 1) basic certification promotion; 2) advanced certification promotion (specialized professional fields). Furthermore, the research team recommends to cooperate with the USA SRA, and establish strong in with relevant international scholars and officials at the same time. The certification basis design and a set of advanced risk assessment related materials and courses are recommended to be planned. The research team recommends to plan, discuss, and conduct the certification with the international professional cooperation, and further provide planning recommendations for official government certification.
