106年度固定污染源有害空氣污染物管制暨消費性產品揮發性有機物管制計畫

中文摘要 有害空氣污染物與國民健康有密切的關係,為世界先進國家空氣污染管制政策重點。建物及工業維護塗料所含揮發性有機物對臭氧空氣品質及民眾健康皆有影響;本計畫延續前期計畫架構,持續對有害空氣污染物、建物塗料以及消費商品揮發性有機物含量管制等議題研析推動作業。 本計畫已完成「固定污染源有害空氣污染物排放標準」(草案)及「氯乙烯及聚氯乙烯製造業空氣污染物管制及排放標準」(草案)之研擬,並針對表面塗裝相關程序空氣污染物排放,收集控制設備效率及控制技術相關資訊,及進行現勘輔導減量評析及控制技術調查作業,據以研提「表面塗裝程序空氣污染物排放及管制標準」(草案)。為完備固定污染源有害空氣污染物管制作業,今年度計畫已完成固定污染源有害空氣污染物排放清冊(初稿)之建置,並建立固定污染源有害空氣污染物排放申報系統(測試版),以及固定污染源有害空氣污染物環境濃度模擬工具。另為掌握我國有害空氣污染物濃度水準,已完成特殊性工業區民國104年至民國106年第2季監測資料之彙整、解析,同時完成區域大氣環境有害空氣污染物之夏季、秋季及冬季之監測作業,以及近年來環境大氣中有害空氣污染物監測資料之彙整、解析,並參考美國數據解析準則研擬「國內環境大氣有害空氣污染物監測數據品質要求參考指引」(初稿)。針對塗料揮發性有機物管制作業,今年度計畫已完成歷年建物及工業維護塗料揮發性有機物含量檢測資料之彙整,以及塗料揮發性有機物含量檢測作業,並據以研提塗料揮發性有機物含量限值及分類規劃,以及研擬「國內建物與工業維護塗料現場施作管理指南」,做為後續推動塗料揮發性有機物管制作業之參考。

Control of Hazardous Air Pollutants Emissions from Stationary Sources and VOCs from Consumer Products

英文摘要 Hazardous air pollutant (HAP) emissions have been regulated in many counties because HAPs are known or suspected to cause cancer or other serious health effects as well as to cause adverse environmental effects. Volatile organic compounds (VOCs) may also be toxics air contaminant and they may contribute from consumer products and coating/paint. The tasks of this project include 3 parts: to prepare the instrument of HAPs control of stationary sources, to analyze ambient levels for HAPs, and to develop the VOCs control tool for coating/paint. During the project period, emission standards for HAPs of stationary sources have been drafted and the information on the pollution control technologies has been collected. The field survey and the collection of the information on control technologies of the facilities of PU manufacturing, body shell coating, plastic surface and metal surface treatment were conducted. The Beta version of emission reporting system and the maximum ground level concentration modelling tool for HAPs has been established. The monitoring data of the special industrial parks before the second season of the year 2016 and the ambient concentrations of organic air toxics from photochemical monitoring stations, and heavy metal, dioxins from monitoring projects were analyzed. To acquire the information on the ambient concentrations of HAPs, samples have been collected amd analyzed in Ilan in the summer, autumn and winter seasons. The collected information on the regulations and rules of architectural and industrial coatings have been taken as the reference to suggest the categories and the contents on labels of architectural and industrial coatings in the study.
