106年度辦理雲林離島工業區 (雲嘉南空品區)空氣品質評估模式探空數據資料計畫

中文摘要 本計畫主要目的為蒐集雲林離島工業區春、夏、秋、冬四季每季7天之探空數據,並進行數據擷讀後處理,以建立雲林離島工業區(雲嘉南空品區)空氣品質評估模式探空數據資料。此外,本計畫亦將協助環保署辦理環境執法業務檢討會及環境執法技術研討會,以提昇空氣污染物監督稽查之環境執法效能與相關業務人員對於空氣品質保護及空氣污染物總量查核之督察管制知能。 根據本計畫已完成之探空觀測結果,經與中央氣象局板橋探空站、空軍氣象聯隊馬公、屏東探空站以及NCEP 再分析資料等高空氣象資料進行比對分析後顯示,在夏季觀測期間,各探空站垂直溫度剖面彼此間差異不大;而在冬季觀測期間,各站間的差異最為顯著。整體而言四次探空期間以NCEP 及馬公之觀測結果與本計畫觀測結果最為接近。另一方面,本計畫亦比對分析歷年度計畫中,不同天氣型態下各探空站與本計畫之探空觀測結果。分析結果顯示在不同天氣型態下亦皆以NCEP 及馬公之觀測結果與本計畫觀測結果最為接近。 而在利用觀測結果進行空品模式所需混合層高度的估算部分,估算結果顯示,經比對春、夏、秋、冬四季觀測期間板橋、馬公、屏東、NCEP 及臺西探空觀測結果所估算的混合層,馬公站與NCEP 資料兩者與臺西觀測結果均有不錯的相似性,故本計畫以此二資料之全年探空資料搭配臺西空品站之地面氣象觀測資料進行空品模擬氣象資料之建置與調校。 本計畫以離島工業區的所有排放源進行模擬測試,經以本計畫探空觀測資料所調校後的氣象資料以及採用目前模式中心公告的104 年氣象檔分別進行空品模式模擬,其差異值比例約在-8.8%~21.8%之間,顯示採用公告的氣象資料相較於採用當地氣象資料的模擬結果仍有相當差異,惟採用模式支援中心氣象資料的模擬結果,除PM10 外,大致呈現較為保守(高估)的特性。

2017 Annual Yunlin Offshore Industrial Estate Park (Yun Jia Nan Air Quality District) Air quality model simulation radiosonde data project.

英文摘要 The main purpose of this project is to collect radiosonde data in the Yunlin Offshore Industrial Estate Park seven days a season and to process the data to construct the data of the Yunlin Offshore Industrial Estate Park (Yun Jia Nan Air Quality District) Air quality model simulation. In addition, this project will also assist in holding the Environmental Law Enforcement Profession Review Conference and the Environmental Law Enforcement Skill Seminar, which are to enhance the efficiency and ability of air quality protection inspectors. According to the finished radiosonde observations of this project, and the comparisons and analyses with upper air meteorological observations in Banqiao radiosonde station of the Central Weather Bureau, Magong and Pingtung of the Air Force Weather Wing and the NCEP analysis data. The temperature profiles of all radiosonde stations are relatively similar during the summer observation period. However, the temperature profiles of all radiosonde stations are obviously different during the winter observation period. Generally speaking, the temperature profiles of NCEP analysis data and Magong radiosonde observation are quite similar to which of the radiosonde observation of this project (Taixi station). Additionally, this project also compares and analyzes each upper air meteorological observation in different weather systems, which shows that the temperature profiles of NCEP analysis data and Magong radiosonde observation are quite similar to which of the radiosonde observation of Taixi station in different weather systems. The mixed layer height, which is the input data of air quality model, of each radiosonde station is also estimated and compared with which of Taixi station. The result shows that the mixed layer height of NCEP analysis data and Magong radiosonde observation are quite similar to which of Taixi station. Full year data from these two site combined with ground meteorological data from Taixi air station were used to construct and to tune the data for air quality model simulation. In this project, the air quality simulation tests of all emission sources in Offshore Industrial Estate Park are finished. The input meteorological data are which is adjusted by this project and which is released by the Air Quality Model Supporting Center. After the simulations, the difference of these two simulations is about -8.8%~21.8%, which is not negligible. However, using the data which is released by the Air Quality Model Supporting Center will generally overestimate the concentration of air pollutant except PM10.
