Based on results of 2016 EPA light pollution project, this research chose two kinds of LED combo lightsincluded peacock-tail-shaped lamp and octagon-shaped lamp, and studied the impacts of perceived glare and flicker of citizen in Taiwan. Furthermore this report the recommendations of the prevention and the regulations for light pollution.
The main tasks include: (1) to perform experiments of subjective perception testsfor glare and flicker at night to build up the borderline between comfort and discomfort (BCD) for both LED combo light sources in the outdoor environment; (2) to conduct field surveys and prove measurement methods of outdoor advertising signs to propose the standard operation procedures; (3) to propose predictive improvement and management programs for various light sources according to the international regulations and domestic situation.
First, a total of 20 participants took part in this field experiments in the CSMU University at Taichung of Taiwan and a total of 4,320 subjective questionnaires were collected. The questionnaire included the perception score of the maximum glare and the maximum flicker. Second, the luminance and illuminance monitoring, and flicker measurements of the LED combo lights in six locations in Taipei City and Hsinchu City, and the total number of measurement experiments was 216 times. Third, this study made summary and translation of 2 literatures about light pollution.
This research revised a draft of luminance measuring method, a draft of vertical illuminance measuring method for dynamic light sources. In addition, a draft of flicker measuring method for LED billboards, a draft of flicker measuring method for LED combo lights were prosposed. In addition, there were divided into different stages to practice the prevention strategies of light pollution in accordance with urgency, feasibility and technical completeness based on domestic status and results in this study. Final, regulations were suggested for the prevention and management of light pollution, and completed a draft of “Guide for the light pollution management and control”.
