106年土壤及地下水污染整治費網路申報及查詢系統提升維護暨基金管控系統建置計畫

中文摘要 本計畫因應土壤及地下水污染整治費收費辦法(下稱收費辦法)修正,精進「土壤及地下水污染整治費網路申報及查詢系統(下稱土水整治費申報系統)」,建置151項徵收物質與代碼管理架構、新增66項廢棄物代碼及其對應表、調整與事業廢棄物申報及管理系統資料介接,使土水整治費申報系統預填報功能更加完備。新列管繳費廠商增加約2,800家,為強化多元化網路申報管道,申報業務電子化包含繳費人線上申請帳號、繳費人申報明細系統自動補登功能、保險及工程退費線上申報功能、電子化線上報名系統、優化整治費申報系統行動裝置功能,並完成土水整治費申報系統與聯合作業系統共16項功能調整及增修,建置篩選新列管繳費人名單查詢功能,提供審理單位即早輔導繳費人完成帳號申請及申報作業。另針對繳費人提供客服諮詢專線,計畫期間內完成約630通即時諮詢服務,協助解決問題,並彙整常見問題至系統專區供繳費人參考,提供更便利性與友善性之服務。為簡化審理單位前置作業審查流程,強化自動化審查輔助功能,可透過批次篩選與標記功能,快速篩選異常案件;增加初、複審單位辦理進度稽核報表功能及警示與配套管理機制,期以提醒審理單位針對進度落後之業務提出警示,盡速辦理完成。透過歷年申報資料之趨勢,勾稽比對異常案件,包含申報金額差異、溢補繳金額過高、補申報明細筆數過多等案件,提供預警名單與審理單位後續審查或追蹤查核,以利即早輔導繳費業者完成申報。為強化整治費徵收經費分配運用及預算管控工作,整合施政計畫先期管理及基金用途明細預算編列作業,建置土污基金預算計畫編列管理系統,完成「預算編列表管理」功能,並取得預算會計暨財務管理資訊整合平臺(BAF)介接資料規格及完成正式環境資料介接。並已正式上線使用,提供預算管控人員上傳匯入即可批次更新資料,由系統自動生成每月「計畫預算支用進度管控表」提供各計畫承辦人每月填寫回報計畫進度,以協助預算控管人實際掌握各計畫預算分配狀況及執行數。另完成相關計畫經費預算及支用情形,輸出報表計有「委辦計畫發包作業列管表」、「基金預算控留及執行總表」及「歷年土污基金來源與用途執行情形表」等,以提供管理及追蹤基金長期執行情形。

2017 Plan for Upgrading and Maintenance of the Soil and Groundwater Pollution Remediation Fees Online Declaration and Inquiry System, and for Fund Management System Establishment

英文摘要 In response to the revision of the regulations governing the collection of Soil and Groundwater Pollution Remediation Fees, the work undertaken under the 2017 Plan included improvement of the Soil and Groundwater Pollution Remediation Fees Online Declaration and Inquiry System functions, and System updating. The relevant management architecture and data were established for 151 substances that are subject to Fee collection and their respective code numbers, and 66 waste item code numbers and their corresponding tables were added to the System; in addition, data linkage with the Industrial Waste Declaration and Management System was adjusted, and adjustments were made to inquiry functions in line with the revisions to the relevant regulations. With the number of registered Fee payers increasing by at least 2,800, a number of new digitalization measures were implemented with respect to declaration operations, including self-management of Fee payer accounts, self-directed data registration by non-registered Fee Payers, and the addition of a supplementary information inputting function for declaration details, an online declaration function for insurance and construction refunds, a digitalized online registration system, and optimization of the Soil and Groundwater Pollution Remediation Fees Online Declaration and Inquiry System user experience on mobile devices. The automated review ancillary function has been strengthened, along with the Big Data cross-checking and comparison capability, so that, prior to the implementation of review, the handling agency can implement batch-processing screening and labeling functions, thereby making it possible to rapidly identify abnormal cases, and thus streamlining and simplifying the review process. The system has also had progress monitoring and reporting functions added for both preliminary review and secondary review, along with warning and ancillary management mechanisms, with the aim of ensuring that the review-implementing agencies will be able to issue warnings in regard to cases where progress is behind schedule, thereby facilitating the rapid completion of such cases. By examining trends in past years' declaration data, it is possible to implement cross-checking in relation to abnormal cases, including cases where there are discrepancies in the amounts declared, excessively high surplus payments, an excessively large number of instances of submitting supplementary information, etc., so that early-warning lists can be provided and so that the reviewing agencies can implement follow-up review or follow-up auditing, thereby facilitating the early provision of guidance so that the firms in question can complete the declaration process properly. Regarding the Soil and Groundwater Pollution Remediation Fund Budgeting Management System, development and testing of the "Budgeting Chart Management" function was completed in September 2017; in addition, data specification linkage has been realized with the EPA's "BAF" budget and accounts management data integration platform, and formal environmental data linkage has been completed. The System has already been installed on official computers, making it possible for budget control personnel to implement batch-processing updating of uploaded and collated data, with the System automatically generating a monthly "Budget Implementation Progress Monitoring Chart" so that the personnel responsible for plan implementation can report on budget implementation progress on a monthly basis, thereby helping budget control personnel to monitor budget allocation status and implementation status. As of May 2018, the development of various budget and expenditure status monitoring functions in relation to relevant plans had been completed, so that personnel can now output the "Tendering Operations for Outsourced Projects - Registration Form," "Fund Budget Retention and Implementation Master Table," and "Historic Soil and Groundwater Pollution Remediation Fund Funding Sources and Implementation Status Table," to facilitate management of the Soil and Groundwater Pollution Remediation Fund and follow-up of Fund operations implementation by senior EPA officials.
