以車載污染量測系統執行輕型柴油車輛實車道路測試研究專案工作計畫
中文摘要 | 行政院環保署為改善國內空氣品質,已訂定完整之各項污染管制法規,如「柴油及替代清潔燃料引擎汽車車型排氣審驗合格證明核發撤銷及廢止辦法」、「使用中汽車召回改正辦法」等,而為了加強輕型柴油汽車污染管制,藉由本計畫之執行,評估導入歐盟輕型車輛之車載污染排放量測系統(Portable Emissions Measurement System,簡稱 PEMS )執行道路實測(Real Driving Emission, 簡稱RDE)。調查其他國家導入RDE測試管制車輛污染排放,日本、韓國、印度及中國大陸皆已規劃自2017年至2023年間導入,各國時程不同,以韓國最快。另外各國所制定的RDE測試程序皆參考歐盟規範並依各國實際環境狀況進行修改,歐盟RDE測試規範將分四階段公布,目前已公布前三階段,規定測試規範、邊界條件及污染排放限值等,預計2018年將公布測試最終計算及使用中車輛一致性確認方式,預期各國的測試規範仍會持續調整。 本年度完成三條RDE測試路線規劃、研擬受測車輛選定原則、採用符合歐盟及美國PEMS儀器規範的設備,依循歐盟RDE規範進行18輛次輕型柴油車輛實車道路污染排放調查,其中8輛符合歐盟五期排放標準及10輛符合歐盟六期排放標準。由於歐盟RDE法規,針對缸內直噴汽油車亦管制粒狀污染物排放數目(Particle Number,簡稱PN),故挑選3輛缸內直噴汽油車執行實車道路污染排放測試,量測其PN排放。統計兩年39輛柴油車輛RDE測試結果,其中,NOx排放CF平均值為3.25,略低於ICCT統計各國RDE測試NOx排放CF平均值4.1;根據國內研究測試結果,約有20%柴油車輛可符合RDE測試污染排放標準。由於柴油車五期污染法規增加管制粒狀污染物數目PN,輕型柴油車輛普遍都已配置濾煙器,實車道路PN排放遠低於法規標準,缸內直噴汽油車PN排放已接近車輛生產時歐盟汽油車Euro6過渡階段法規標準,研究結果與國外研究趨勢相同,未來將是車廠對應法規的重點。 依據研究測試成果研提柴油及替代清潔燃料引擎汽車車型排氣審驗合格證明核發撤銷及廢止辦法及使用中汽車召回改正辦法修正草案,建議國內輕型柴油車六期標準施行日期起,新車型認證時需提報該引擎族搭載PEMS執行道路實測報告,且其RDE測試NOx及PN須符合Euro 6d temp標準,使用中車輛一致性確認調查亦因應RDE測試修改初步調查及確認調查相關要求。 | ||

Investigations of real would emissions from light-duty diesel vehicles with portable emission measurement system (PEMS)
英文摘要 | The Environmental Protection Administration in Taiwan (Taiwan EPA) has been working on strengthening the emission control over diesel vehicles and developed comprehensive regulations, such as "The Procedure of Rebelling and Abolishing the Certificate of Emission Inspection for the Types of Diesel and other Alternative Fuel Engine Vehicles" to improve air quality and protect citizen’s health. However, the current lab test for light-duty vehicles does not reflect real-world emissions, and because of the diesel-gate issue, Taiwan EPA starts on a project to investigate real-world emissions from light-duty diesel vehicles in Taiwan with portable emission measurement system (PEMS). Real Driving Emission (RDE) is one of the developing measures in EU to monitor real-world emissions from vehicles with PEMS. RDE package 1-3 have been announced and officially taken into force already in Europe, and package 4 regarding the in-service conformity will be published in the near future. Besides, Korea, China and India have planned the schedule to introduced RDE and the European RDE requirements are taken as the reference as well. The aim of the project is to understand the real-world emission from light-duty diesel vehicles, and to comply with the European legislations on light-duty diesel vehicles. In this project, three routes have been chosen to demonstrate 18 diesel vehicles (including Euro 5 and Euro 6 vehicles) RDE test in Taiwan. Additionally, in order to understand the particle numbers (PN) emission from gasoline vehicles, 3 gasoline vehicles with direct injection engines have been tested as well. Among the 39 tests results from diesel vehicles in the two years, the average which is 3.25 is slightly lower than statistics from ICCT which is 4.1. About 20% of test vehicles are compiled the RDE requirements. As for particle number, since DPF is needed for diesel vehicle to comply the current regulation, the real world PN meets the requirement. However, like the other research from EU, the PN emission from GDI vehicle is between the temporary standard now and the standard in the future. In addition, base on the two years research, suggestions will be made to evaluate the effect and to strength various emission control strategies from light-duty diesel vehicles in Taiwan. | ||
