This project includes three sections, the tracking of import waste, offering consultation of regulation for waste export and import management, strengthening the customs trade facilitation procedures and administrative measures.
1. By visiting fourteen waste disposal organization of imported industrial waste, collecting the data of recovery products and derivative waste, analyzing its mass balance and activation. To collect the data of materials of industrial waste import and export through “Environmental business customs clearance licensing system” to analyze doubtful cases, informs EPA to keep tracking and dealing with these cases.
2. Referring to the amending of article 38 of Waste Disposal Act, this project assists addressing the responses for publics comments during the period of amending, proposes the draft of Management Regulations for the Import and Export of Industrial Waste, the draft of Permit Operation Directions for the Import and Export of Waste, and the draft of Types of Industrial Waste Required as Materials for Industrial Use, adds the definition of waste. To completes the review of 142 cases of Administrative Letter involved the import and export of waste. To analyze and sample of the waste zinc slag, silicon scrap, and magnesium slag by XRF, XRD, full analysis and TCLP.
3. By editing the Regular Import and Export Waste Album, analyzing the doubtful cases of customs clearance on three regions conducted by environmental inspector brigade, and proposing the solutions to strengthen the customs clearance procedures and administrative measures.
