新竹市106年度營建工程污染管制計畫

中文摘要 106年新竹市營建工程污染管制計畫期末報告之撰寫內容,有關工作成果主要統計期程至106年10月31日止,由委辦單位康廷工程顧問企業有限公司協助執行新竹市轄內之營建工程稽巡查管制、管理辦法查核輔導、營建空污費徵收及宣導作業等工作,所有工作項目皆依規劃進度執行完成,詳細的工作執行方法及成果分述各章。 基於提升為民服務品質理念,在營建工程空污費申報作業上持續推動e化申報服務,期間共有551處營建工程採電子化方式辦理空污費申報作業,其中包含432件開工申報及119件完工結算,平均每月約55件次,約佔申報與結算總件數之38.9%,較去年同期(17.5%)提升21.4%,其中開工e化申報432件,佔總開工申報56.4%,完工e化申報119件,佔完工申報18.4%。在空污費繳費方面也持續推廣小額空污費e化繳款服務,共開立條碼繳款單913件,繳費時間加快4.7%。此外,在充實空污基金方面,計畫期間新申報工程755件,共徵收營建空污費13,655,929元,並查獲27件二次施工及修繕工程,追繳空污費574,823元,同時配合電話通知及發文方式,提升營建空污費申報率,使營建空污費徵收工作更妥適便民。 管制面主要依據營建工程空氣污染防制設施管理辦法規定,以分級巡查、色單控管、勸導單通知與工地現場輔導等行動方案,除推動工地主動做好污染防制及道路認養等工作外,亦投入人力逐步清查轄內施工中工地,截至106年10月31日共完成3,700處次之工地巡查。期間依據工地規模、施工期程、缺失違規情形及否為重大公共工程等條件,共篩選出28處重點工程納入重點輔導,輔導期間平均污染排放削減率自37.2%提升至64.2%,平均缺失改善完成率為91%。也特別針對關埔、舊城2處區域推動重點區域管制,截至106年10月止平均削減率提升11.7%,優於全市平均值53.1%;而在缺失點數上亦有明顯的改善,在管制前平均缺失點數高達11.7點,在管制後降至5.2點,已較管制前減少6.5點,改善率達55%,在推動工地道路認養及洗掃方面,共輔導121處參與道路洗掃作業,認養里程約23.7公里,總洗掃長度為9,447公里,推估削減130.4公噸之TSP。此外,今年採用無人飛行載具執行區域空拍作業,配合現場講習會輔導4處營建工程增加道路認養長度及缺失改善作業,推估每月可增加執行洗掃里程近21公里,預估可減少0.29公噸的TSP、0.055公噸的PM10及0.013公噸的PM2.5;空拍調查區域影像,共發現2處大面積之祼露地,1處為泰欣砂石場,另1處為中華路4段451巷祼露地,經固定源計畫及綜合管理計畫進行輔導改善作業後,現場綠覆植生至35%,有效提升區域空氣品質。在宣導作業的執行上,藉由法規說明會、工地現場講習會、電子媒體加強宣導,以多元化宣導手段提升宣導成效,使廠商熟悉法令要求。
