106年度新竹市移動污染源稽查管制計畫

中文摘要 新竹市106年度移動污染源稽查管制計畫最主要的目為推廣機車排氣定期檢驗、保養維修及老舊機車汰舊觀念,並藉由未定檢機車巡查通知到檢、路邊不定期檢驗、機車排氣檢驗站分級查核管理、辦理民眾檢舉烏賊車之通知檢驗作業、加強宣導定檢新政策及二行程機車汰舊等措施,督促車輛使用人養成保養維修及定期檢驗的良好習慣,同時提昇民眾淘汰老舊機車換購低污染車意願。另為顧慮民眾及執行人員安全,減少民怨,應用車牌辨識篩選未定檢車輛進行通知,並加強逾期未定檢車輛二次通知及處分作業,以有效降低廢氣排放,使本市成為名符其實的低碳樂活城市。 本年度已依合約規定完成整體進度100%以上,執行成效如表1所示。完成未定檢機車巡查10,153輛次,回覆率為89.4%;配合竹竹苗聯合稽查執行,完成4場次167輛次機車不定期檢驗,不合格輛次為6輛,不合格率為3.6%,回覆率為100%;同時本年度持續應用車牌辨識系統進行稽查,共計進行車牌辨識拍照數168,214輛次,平均車牌辨識率為97.2%,經篩選未定檢車輛數為21,560輛次,平均稽查到未定檢率為22%。 另因應全面開放檢驗站設置申請,並維持檢驗站檢驗品質,將既設檢驗站及新設置站檢驗分別管理,於既設檢驗站除了完成216站次檢驗站品質查核、57站次分析儀檢校查核及3站次分析儀檢校查核複查,同時舉辦檢驗站檢驗人員講習2場次共8小時;新設檢驗站現階段已新增22站檢驗站,每月到站輔導查核,以提升檢驗人員的素質與品質。 本年度因應環保署106年發布全國淘汰50萬二行程機車之重要政策,並分配各縣市淘汰目標數並將達成率列入考評項目及「106年度直轄市及縣(市)政府環境保護績效考核之考核指標、權重及評分標準」將到檢率評分標準訂定為平均到檢率,故本年度移動污染源精進作為研擬為「提升二行程機車淘汰數」及「提升到檢率」促使高污染車輛快速淘汰及使用中機車到檢提升,以達成淘汰二行程機車目標數及提升考評成績,同時達到降低本市PM2.5污染排放目的。本年度在工作小組努力不懈執行前述各項創新思維,已大幅提升二行程機車目標達成率,由106年1月3.2%逐月提升,至106年10月已增加70.4%,達成率為73.6%,本市共計淘汰3,997輛二行程機車;於到檢率部分,本市106年10月平均到檢率達87.5%,暫居全國排名第1名。 另依據環保署公佈之台灣空氣污染排放量[TEDS9.0]線源排放量推估手冊,分別計算出其二、四行程PM2.5之削減量,二行程機車為1.43公噸,四行程機車為0.95公噸,合計為2.38公噸。另CO削減量為46.6公噸,HC削減量為33.3公噸。
