The regular motorcycle exhaust inspection system has been implemented for 21 years since started in 1996.The key programs of the year included evaluation and appropriation of subsidy, drafting pollution control strategies for motorcycles, equipment certification for inspection stations, control policy evaluation, organizing relevant conferences, database system operation and maintenance, etc.
In 2017, there were about 7.46 million inspection records that qualified for the subsidy conditions in the country and amounted to about $600 million of appropriated funds. Through the official e-Billing system, with approximately 0.05% of remittance rejection. The recognition system of license plates was adopted to examine inspection photographs, and the accuracy of photograph size in March, 2018 was close to 99%, being the best over the years.
In accordance with the amended content of Air Pollution Control Act, control strategies were proposed including imposing stricter emission standards for motorcycles of ten years or over, authorizing the delimitation of air quality maintenance zone, revising the definition of subjects of regular inspection control, adjusting penalties and punishments for motorcycles not receiving regular inspection, discussing and revising set up and management regulations for inspection stations etc. In 2017, a total of 445,000 old two-stroke motorcycles were eliminated in Taiwan, reaching approximately 89% of execution rate. Additionally, aggressive strategies were determined to be eliminated.
With respect to the quality management of inspection stations, 100 samplings of standard gas for motorcycles in use were conducted, with approximately 12% exceeding standards, which can been taken into consideration for the extension and examination of gas license. Charging laws, inspection procedures, inspection fees and follow-up suggestions for emission inspection for motorcycles were planned. Additionally, the inspected qualities of old and new stations will be analyzed and method of improvement will be researched and proposed.
The overall inspection rate of sampling in 2017 was 71.60%, the failure rate of first inspection was 7.17%. After motorcycles that had done the re-inspection and made improvement, their CO and HC emissions had decreased 10,348 and 1,261 metric tons, respectively. A total of 374,704 motorcycles had been eliminated, recycled or scraped due to the inspection system, and their CO and HC emissions had decreased 4,703 and 1,766 metric tons, respectively.
