The duration of this project went from August 8th 2017 to December 31st 2018. The four goals are:1.analysis and review relevant plastic resource recycling system, formulate supporting measures and future guidelines ; 2. check the quality(mass) and flow of our plastic resources, propose related resource recycling management systems and suggestions for advanced strategies; 3. refer to the practices of EU and other countries, establish industry vertical management system for Taiwan plastic resources circular economy;4. Combine consultation of expert and forum, promote the concept of plastic resources circular economy, the results summarized in the following: 1. To research and collect up‐to‐date literature related to plastic resource management from the EU, the USA, France, Japan and Korea, summarizing pros and cons as important reference for establishing plastic resource policy in Taiwan. The waste management policy and resource management status in Taiwan were reviewed in order to propose appropriate suggestions for coming up measures. 2. According to the framework of National Material Flow Indicators, it can be found that Taiwan plastic resources are mainly exported, and the overall recycling rate of plastic resources is estimated to be about 9.16%. Based on the current situation and information at home and abroad, we selected packaging materials and a single-type automotive industry as the main categories to promote plastic circular economy this year, and investigation relevant management systems and refined strategic recommendations for the benefit of plastic resource management which will be in line with international standards. 3. Referring to the trend and strategy of secondary materials management of various governments, the project proposes the target strategies of plastic secondary material management. The project also constructs a circular economy symbiosis innovation system platform as a feasible development model moving toward circular economy. The project proposed the definition of the platform and critical implementation procedures. Each implementation step details the purpose of each phase for the industry to follow, and each step can lead the corresponding output. In this year, four selected materials (HDPE containers, PP auto bumpers, waste fishing nets, plastic membrane packaging) are applied to the above-mentioned implementation steps with the outputs of the system diagnostic tables, ecosystem maps, and value-chain maps. According to the results, the plastic membrane packaging is the target material to be formed for the circular economy alliances. On the basis of the Green Deals model promoted by the Netherlands, the plastic membrane packaging is proposed for the pilot plan, and give the connection between government and industries to collaborate moving toward circular economy. This project makes efforts to build up the platform for the circular economy alliances to assist the development of various industries into a green supply chain, as well as to improve the overall recycling system. 4. Cooperating with the EPA and the relevant work of this project, we have visited 10 operators, and thoroughly understand their resources processing technology, and convening expert consultation meetings on roadmap of plastics circular economy, pilot planning operation and food container with recycled plastic pellets to promote the concept of plastic resources circular economy.
