中文摘要 一、計畫名稱:106年度新竹市因應氣候變遷執行計畫 二、主辦機關:新竹市環境保護局 三、執行單位:亞太環境科技股份有限公司 四、計畫主持人:鍾昭儀 五、計畫執行期程:民國 106年5月19日至民國 106年12月31日止 六、計畫經費:新臺幣2,335,000元 七、中文摘要關鍵詞:溫室氣體減量、氣候變遷調適、碳中和。 九、中文摘要: 本計畫今年度工作內容包括:(1) 規劃執行溫室氣體減量項目;(2) 有關溫室氣體減量及氣候變遷調適研究事項;(3) 低碳城市國際合作事務;(4) 推動氣候變遷及溫室氣體減量教育及宣導工作;(5) 執行排放源操作與排放相關設施及有關資料之檢查;(6) 執行碳中和及溫室氣體排放量申報。以下為本計畫各工作項目於期末階段執行成果: (一) 規劃執行溫室氣體減量項目 1. 研擬新竹市溫室氣體管制執行方案,本計畫參考各縣市氣候變遷相關自治條例內容訂定。初擬新竹市綠色城市自治條例,囊括總則、溫室氣體管理、氣候變遷調適、綠色生活及氣候變遷環境教育等項目。 2. 高耗能冰水主機測量與改善方案,於10月23日至10月26日期間,至本市高耗能公私部門5處,包括新竹市政府、新竹市政府環保局、新竹市政府稅務局、新竹市北區區公所、新竹市政府警察局,進行冰水主機系統量測作業,除新竹市稅務局需加強主機保養及自主管理措施,其餘4處皆建議汰換冰水主機。 (二) 有關溫室氣體減量及氣候變遷調適研究事項 1. 新竹市背景資料包含地理位置、人口、水文、氣候、土地利用、產業結構、溫室氣體排放。 2. 新竹市氣候變遷脆弱度評估,依據IPCC的定義,脆弱度係指某個係統受氣候變遷負面影響及無法因應的程度,本節含脆弱度評估方法、新竹市氣候變遷脆弱度評估。 3. 新竹市能源使用分析,包含能源供給及產業領域之脆弱度來源評估、各部門排放源活動數據以及能源調適領域重要變數。熱島效應的影響,將使能源需求發生變化,熱島效應帶來的影響包括:溫度升高,能源供給壓力增加、日照時數減少、相對濕度減少、降水型態改變,都市水患機率增加以及都市內空氣污染加重。 (三) 低碳城市國際合作事務 1.協助本市規劃參加國際組織與交流活動,本計畫團隊與環保局討論研討會內容,並選出會議討論議題中最為合適之會議,協助規劃行程及擔任聯繫之窗口,並於結束後協助彙整相關成果報告。 2.蒐集UNFCCC最新發展及相關資訊,包含:COP22、COP21以及其他氣候變遷相關資訊。 3.參加國際城市碳揭露(CDP)及城市氣候登入(cCR),協助本市參與執行國際城市碳揭露專案相關計畫,並於4月28日前完成新竹市CDP城市線上問卷填報;Ccr由地方政府為自身發展而建立,確保透明度、可量化性及可比較性,並且響應全球地方政府可量測、可報告、可查證的氣候行動。 4.分析國際節能減碳重要議題及發展趨勢,在全球因應氣候變遷浪潮興起之際,新竹市更應該掌握世界脈動,即時更新最新、最完整的國際重大會議資訊,以健全管理知識與觀念。 (四) 推動氣候變遷及溫室氣體減量教育及宣導工作 1. 培訓產業氣候變遷科學、技術和宣導人才,辦理五場次 106年7月25日、8月4日、8月16日、9月7日、9月27日於新竹科學園區同業公會辦理「氣候變遷下產業水資源風險管理」、「氣候變遷國際趨勢及臺灣法規之因應」、「減碳新商機,能源轉型勢在必行」、「產業經驗及技術分享交流」、「邁向零廢棄及零排碳的循環工業」宣導課程,邀請到台灣大學環境系統工程學系曹榮軒博士、台灣德國萊因林建志經理、馬偕醫學院申永順副教授、台灣科技大學顧教授楊、風險社會與政策研究中心林木興研究員、冠呈能源控股王獻堂總經理、祥泰綠色科技股份有限公司林正祥技師、友達光電永續暨環安處魏憶琳經理、財團法人中技社環境技術發展中心陳潔儀組長、台灣大學環境工程學研究所馬鴻文教授。參與人數:400人。 2. 大專院校溫室氣體減量暨氣候變遷調適研習會 106年9月29日、10月3日、11月3日、7日及8日於新竹市玄奘大學及中華大學辦理共5場次研習會,邀請玄奘大學周雪燕教授、臺灣大學土木系李天浩教授、德商搖籃到搖籃設計顧問有限公司黃琮峻經理、荒野保護協會莊瑞珍老師、中華大學土木系苟昌煥教授進行授課。參與人數共計250人。 3.辦理氣候變遷教育創意教學工作坊 a. 106年9月26日於清華蝴蝶園「氣候變遷對生態的衝擊」宣導課程。 b. 106年10月18日於國立清華大學南大校區「氣候變遷下水資源管理的重要性」宣導課程。 c. 106年10月25日於國立清華大學南大校區「氣候變遷下的糧食生產及供應議題」宣導課程。 d. 106年11月22日於新竹市關東國小「全球與臺灣氣候變遷趨勢議題」宣導課程。 e. 106年11月24日於新竹市光華國中「21世紀人類生存的挑戰議題」宣導課程。 參與人數共計300人。 4. 辦理社區、鄰里氣候變遷宣導活動,於6月底至8月初辦理25場次,總計參與人數:1015人次。 5.小尖兵學習單網站設置,推廣至校園,並於網站上辦理氣候變遷有獎徵答活動,透過無形的網路與民眾互動,加以提升全民氣候變遷素養。 6.製作氣候變遷調適或低碳生活宣導文宣品至少1,900份,購買及設計製作規劃構想概念以氣候變遷調適及第碳生活相關概念之商品做為購買宣導品主軸,對象以新竹市政府機關、學校、社區、鄰里、一般民眾。 7.辦理新竹市環境保護局綠網部落格文章更新,為強化市民對低碳生活及節能減碳的概念,藉由每月一則與氣候變遷相關的新聞,提升市民的環保素養以及危機意識。 8.新聞稿發布,為了供本局刊登發布,以提升活動曝光度及民眾滿意度。 (五) 執行碳中和及溫室氣體排放量申報 1. 溫室氣體排放名單維護確認。 2. 協助進行溫室氣體申報查核,於11月6日至15日期間進行查核作業。 3. 推動碳中和作業,並完成5場碳中和自行確證及1場第二者確證。

The following are the implementation results of the various work items of this project at the period-end: (A) planning and implementation of greenhouse gas reduction projects 1. To develop a plan for the implementation of greenhouse gas control in Hsinchu City. This plan is formulated with reference to the autonomous regulations on climate change in all counties and cities. Initially proposed Hsinchu City green city autonomy regulations, including general provisions, greenhouse gas management, climate change adaptation, green life and climate change environmental education projects. 2.
