The main purpose of this project is to control and improve the resource recycling conditions in Chiayi. Annual project goal is achieved by inspection, assistance and promotion, at the same time, inspection on resource recycling of local environmental protection departments asked by Environmental Protection Agency is completed.
The inspection contents of this project include implementation conditions of resource recycling and classification in communities, offices, schools, stores and buildings, implementation achievements of drink cups reduction of chain drink shops, registration, indication and payment conditions of dealers and tradesmen, and implementation conditions of recycling merchants and small private business. Before the implementation of inspection, relevant lists of communities, offices, schools, stores and buildings are collected to exclude subjects and areas which have been inspected, and after that the final list will be submit to relevant units for inspection. Inspection on the implementation conditions of waste collection and resource recycling of about 400 communities, offices, schools and about 100 restaurants, motels (including hotels), department stores (including GMS) and other buildings has been completed. In addition, all recyclers of disposable drink cups and due recycled wastes have been inspected. About 241 merchants have been inspected, in which 228 merchants are legal and 13 merchants have been listed in discharge management. As for preferential measures, 2 merchants will increase the quantity of drink, 15 merchants will give discount for those who gather points, and other 211 merchants will give cash as discount, both of which are accord with regulations and laws. Recyclers of due recycled waste will be inspected at least once in a month, and hygiene inspection of 32 registered and unregistered merchants has been carried out for 323 times. Merchants will be inspected through cases transferred from other cities and some markets as well as stores. 314 articles of 150 shops have been inspected automatically and 40 illegal articles are found, in addition, about 54 cases asked by Environmental Protection Agency and transferred from other cities have been completed. What's more, all retailers have been inspected. 633 merchants in 14 types (not include electronic appliances) of industries have been inspected, in which 29 merchants should receive assistance and improvement. 25 management merchants have been inspected once, 98 merchants in the type of electronic appliance have been inspected, and the inspection results are accord with relevant regulations and laws.
Assistance includes review on the implementation conditions of the establishment of resource recycling station, establishment of 7 subsidy units for image transformation, assistance on resource recycling and image transformation of self-employed entrepreneurs, and the integration of 70 self-employed entrepreneurs to engage in resource recycling service. Promotion includes the arrangement of "Exchange Resource Recycling to Spread Love" activities for 8 times, in which 560 books, 307 old toys and 12,562 old clothes have been recycled. The arrangement of "Recycling of Waste Pesticide Containers" activities for 24 times as well as the submit of annual report, 454 people have taken part in these activities, 1,885.9 kilogram waste pesticide bottles have been exchanged, and 1,051 bags of organic fertilizers have been exchanged. The arrangement of "Training and Education of Resource Recycling for Janitors" activity for 21 times, in which there are 4,825 participants. The arrangement of a large scale resource recycling promotion activity (about 860 kilograms wastes have been recycled, and there are 4,300 participants). In addition, other promotion and media activity, assistance and promotion activities have been arranged. This project is based on the specified schedule, before the implementation of this project, project manual should be made according to annual execution demands and innovations, and it should be submitted to relevant departments for review.
