The major work item of the plan is the project control of volatile organic compounds in the islands district industrial zone of this County. It is needed to supervise the pollutant emissions of volatile organic compounds in the islands district industrial zone, conduct VOC sources of pollution inspections, examinations and follow-up control operations to enhance VOCs checks and the effectiveness in reducing emissions in the islands district industrial zone of this County, thereby maintaining this County’s air quality and reducing the impact on public health.
The total amount of work provided herein was completed in accordance with the provisions of the contract. The main results are summarized as follows:
(1) To keep up with reduction in recycling, the number of day use was 121 in 2017. Each factory had reduced the number of day use in the exhaust gas flaring tower, and no factory reached 30 days.
(2) Checking the pipelines AA01 and AA02 of Nan Ya Haifeng General Plant (Isononyl alcohol) and A001 of Chang Chun Petrochemical Plant, we found that the head fire was extinguished and reported it to the Environmental Protection Bureau for disposition accordingly.
(3) It was found in the VOC process check that the exhaust gas treatment capacity of the other scrubbing and absorption towers (AB02, AB03) of the M02 process control equipment at Haifeng Plant (Synthetic Phenol) of Formosa Chemicals & Fiber Corporation was lower than the approved operating range; the exhaust gas treatment capacity of the Nanya Haifeng Plant (MA)M06 process scrubber (AF04) and some phenomena that the ammonia gas charging rates of SCR (AF02) were lower than those permitted by the approved operating range occurred as well. All operators should be demanded to revise the operating range of pollution source equipment in the license.
(4) As to the check of the conformity of the internal floating roof tanks, it was found and confirmed that the internal floating roof tank (T206, T208) controlled in the Mailiao Plant 3 (OL-3) of Formosa Petrochemical Corporation had not notified the local competent authority 30 days before the implementation of the tank inspection, and has been submitted to the Environmental Protection Bureau for disposition, of which the detected date in the fourth quarter of 2017 was October 3, 2017. The implementation reported date of the storage tank inspection was September 26, 2017.
(5) For the check of the compliance of the external floating roof tank regulations and infrared leak detection, the TRJ1 storage tank in the Naphtha Cracking Mailiao Plant 1 of Formosa Petrochemical Corporation was found to have a measurement result of 50,123.96 ppm; the TR16 storage tank’s measurement result was 8,797.63 ppm, which was submitted to the Environmental Protection Bureau for disposition.
(6) In respect of the review of tank clearance report and verification at the trenching site, the reports on the gas reduction operation of the TL10 storage tanks in the Mailiao Plant of Formosa Chemicals & Fiber Corporation (SM1, 2) were not reported to the local supervisors within 15 days after completion of the operation. The agency has submitted the report to the Environmental Protection Bureau.
(7) It was found when checking the component repair time of the official retest that, in the manufacturing process at Naphtha Cracking Mailiao Plant 1 of Formosa Petrochemical Corporation (M15), 2 quarterly control components were not repaired within 15 days after the discovery nor were the repair data submitted for extension within 20 days, in the third quarter 2016. It has been reported to the Environmental Protection Bureau.
(8) In the GasFindIR screening of equipment components, we found the leakage source (>10,000ppm) at Line 1 above the sampling point in the Mailiao Vinyl Chloride Plant (M11) of Formosa Plastic Group, and it was then reported to the Environmental Protection Bureau as well.
(9) After integration and comparison of quarterly report form and aggregate report form in the inspection of loading and operating facilities, it showed that the annual operation amount, operation materials, and loading operation modes of the loading operation facilities were correct.
(10) For measuring air-tightness of waste water facilities, the oil-water separator No.I202 in Mailiao Plant 3 of Formosa Petrochemical Corporation (OL3) was found to have not maintained an airtight seal after the sample test. The maximum net test value 1,338.5 ppm (greater than 1000 ppm) was measured out in the field. The result was reported accordingly on the same day.
(11) Since the third quarter of 2016, the “Air Pollution Fee Reporting System” and “Fixed Pollution Sources Discharge Reporting System” have been merged into “Integrated Management System for Fixed Pollution Source Air Pollution Fee and Emission Reports”. The amount of emissions has been unified without any inconsistency since 2017.
(12) The VOCs emission was computed as 250-300 tons based on the report of air pollution fees for paint coating in the islands district industrial zone between2015 and 2017, next only to equipment components, pipelines and storage tanks. It is the fourth largest source of VOCs pollution in the islands district industrial zone. Among them, the paint coating emission from the Mailiao Plant 1 of Formosa Petrochemical Corporation accounted for about 35% of the total paint and coating emissions of the entire island industrial zone, which ranked first, followed by Mailiao Plant and Mailiao Cogeneration Plant of Formosa Plastic Group which have contributed 10~15% approximately in the past three years.
