The implementing purpose of this plan is to assist for promoting the engineering application of domestic incinerating recycled aggregate, the execution duration starts form 28 March 2017 until 31 December 2017. Through visiting the concerned departments for proceeding the exchange of views and compiling, so that departments are able to have more understanding the issues between each other, face and solve the issues together, and assist to construct the cooperation mechanism between the environmental protection bureaus and works units of county/city, and select two (2) counties/cities for promoting trial, help to promote the resource of bottom ashes.
The implementation outcomes of this plan include:
I. Construct the channel strategy of incinerating recycled aggregate, take the priority use of incinerating recycled aggregate under the authority of county/city as the target: visit at least three (3) institutions for exchanging views, compile the status information as faced by promoting the incinerating recycled aggregate, and provide the advice as the reference for the competent authority of counties/cities. Visit at least three (3) reused ends (including CLSM plant, environmental protection bureau and works bureau etc.) and compile their comments and questions, develop the strategy and propose the solutions aimed on the reused ends. Construct the cooperation mechanism between the environmental protection bureaus and works units including the feeding mode of incinerating recycled aggregate, outsourcing strategy and supporting measures of manufacturing/reprocessed institution etc.
II. Assist two (2) counties/cities to construct the cooperation mechanism between departments, and implement the channel strategy of incinerating recycled aggregate for bottom ashes: Aiming on the above mentioned cooperation mechanism developed for county/city environmental protection bureau and works unit, assist the promoting trial operation of Kaohsiung City and Yunlin County, and propose the overall integrated description and review recommendation in accordance with the trial implementation process of cooperation mechanism.
III. Collaborate with the relevant administrative operation, improve the relevant administrative performance: Aiming on the fly ash verification or reused plan and outcome report as proposed by the environmental protection bureaus of county/city, provide the professional advice, and provide the related engineering technology consultation and assistance for the relevant operation.
