The Environmental Education Certification System (EECS) was established in 2011 by the Environmental Professionals Training Institute of Environmental Protection Administration, Executive Yuan (hereafter referred to as “the Institute”). The establishment of the EECS was to better the reviewing process of various environmental education certification business by streamlining the certification application procedure and improving the reviewing efficiency.
This year, to meet the management demands of the environmental education business, a new managing function for subsidy proposal has been developed. This is designed for the management of the applying, reviewing, and performance scoring process of the subsidy proposal submitted by the environmental education institutions & centers. Regarding the business of establishing an administrative management sub-system for environmental education institutes & centers, through data auditing and the warning function, the back-end system of the certification data management can now be tracked effectively, thus improving the supervision of the system.
Regarding the environmental education certification renewal business, a search engine has been developed for accessing the certification renewal application data. Also, a data export function from the management-side has been established. Additionally, a software interface has been developed for extracting renewed training data from other platforms thus the amount of time needed for reviewing each case is reduced. The application process for institutes and centers to renew the certification has been modified and the logic for numbering the cases has been adjusted. In addition, to meet the demands of revising the reviewing process, the reviewing conference function has been reestablished which streamlined the procedures and increased administrative efficiency. Meanwhile, an “E assistant” has been developed for monitoring case status, reminding the expiration date of the certifications, and providing relative business reports. These developments enabled the Institute to manage the status of each certification renewal application effectively.
To answer the demands of the change of environmental education institutions and centers, 2 new functions have been added: first, applying for the change of institution; second, accessing previously reviewed records. In addition, institutions can now select the Institute training teaching materials for their own use on the website. Moreover, importing the course materials automatically has reduced the processing time for the change of institution application. Additionally, due to the revision of the change of institution application form, the mechanism of allowing application form and attached lists to be downloaded and printed has been reestablished. This has optimized the subsystem thoroughly.
Furthermore, the mechanism of auditing data that violates the environmental protection regulations and the closing cases function have both been modified with the additional “no need to abolish or cancel” function. Also, to meet the demands of administrative management, the function of managing other types of certification is provided. Regarding the users’ accessibility of the comprehensive data on the three major certifications, a complex and multiple condition search engine is now available. The number of items provided for searching has also been increased. This search engine can now provide accurate and instant gathered information and has increased the efficacy of searching. An event information section regarding environmental education has been developed, which enable the public to receive a wide variety of information on this topic. It has also increased page views and the click-through rate. A scrolling notification function has been developed which enable web page users to quickly notice the important notification posted by the Institute. This can enhance the Institute’s business promotion.
To enhance data management and application, various environmental protection certifications and administrative business data have been filed and tracked.
