屏東縣老舊柴油大型車汰除與加裝濾煙器補助審查計畫

中文摘要 摘要 本計畫主要目標包括:辦理一、二期大型柴油車汰除及三期大型柴油車加裝濾煙器之補助案件審查、查核、協助撥款、資料建檔整理與提報作業。各項工作摘要如下: 1. 配合環保署相關政策審查屏東縣一、二期大型柴油車汰除及三期大型柴油車加裝濾煙器補助申請案件,審查件數應達成包括一、二期汰除補助申請案 1716 件、濾煙器補助申請案 576 件。 2. 依據環保署公告「淘汰老舊大型柴油車補助辦法」及「大型柴油車加裝濾煙器補助辦法」(以環保署正式公告辦法名稱為準),辦理補助申請案件之審核、協助撥款及查核業務,包括申請案件之收件整理、審查、製冊、進度追蹤管制、不符合案件之退補件通知處理及案件資料彙整、建檔、歸檔等作業。 3. 完成簽約一個月內,提報一、二期大型柴油車汰除及三期大型柴油車加裝濾煙器之補助申請案件審查標準作業程序,並經環保局同意後,據以辦理補助案件審核事宜,應於15日內完成審查。經審查不合規定或內容有欠缺者,應即書面通知申請補助者補正,補正次數及補正日數等,依補助辦法規定辦理。本計畫應辦理補助款撥付有關行政事宜並由本計畫支付有關文件、郵資等行政費用,相關作業應於60天內完成並應檢附民眾已領取補助款之佐證資料備查。 4. 完成簽約一個月內,應提報申請補助三期大型柴油車加裝濾煙器案件之抽驗計畫,內容至少包括電話訪查與實車查核,並視實際需求修訂內容。 5. 三期大型柴油車加裝濾煙器補助案件,進行現場實車查核作業,查核比率應達撥款案件總數之30%,且取得補助之濾煙器設備商均應納入。 6. 三期大型柴油車加裝濾煙器補助案件所屬車主或駕駛,每季辦理電話訪查,掌握濾煙器使用情況,做成紀錄建檔提報環保局,每季抽樣比例應達上季撥款補助案件總數之25%,且取得補助之濾煙器設備商均應納入。 7. 辦理至少4場次濾煙器操作維護說明會,內容應包括濾煙器原理解說、車型適配原則說明、現場實車維護/再生展示及故障處理方式等。 8. 針對可能潛在使用對象進行宣導說明、調查推廣及服務至少300人次,未達300人時加辦一場濾煙器操作維護說明會。 9. 依環保局需求辦理發佈新聞稿至少2則,提高一、二期大型柴油車汰除與三期大型柴油車加裝濾煙器之補助政策曝光率。 本計畫主要目的為協助審查柴油車一、二期汰舊以及三期加裝濾煙器補助案件以外,也透過各項宣導如辦理4場說明會、宣導、訪談達300人次、發布2則新聞稿等方式推廣環保署柴油車補助政策,以及推算空氣污染減量之效益,並由柴油車計畫負責加強路邊攔檢、目視判煙、自主管理等規範稽查老舊柴油車車輛,加強汰舊速度、減少粒狀污染物之危害,統計至107年12月31日止,目前各項進度大致符合合約時間進度。

Pingdong County Old Diesel Large Vehicle Elimination and Installation of Filter Smoker Subsidy Review Program

英文摘要 Abstract The main objectives of the project include: the review, the assistance, the location of funds and the filling and filing of the dat of the subsidies for the elimination of the first- and second-phase large-scale diesel vehicles and the installation of the third-phase large-scale diesel vehicles with filter filters. The summary of the work is as follows: A. In conjunction with the relevant policies of the Environmental Protection Agency, the application for the elimination for the first and the second phase large-large-scale diesel vehicles and the installation of the filter for the third phases large-scale diesel vehicles of Pingtung County, and the number of examinations have reached 1,716 applications including the first and second phase of the subsidy application. 576 cases of smoke filter subsidy applications. B. According to the Environment Protection Administration Executive Yuan's (EPAEY) announcement on "Retirement of Old Large Diesel Vehicles" and "Subsidy for Adding Filters to Large Diesel Vehicles" (subject to the name of the official announcement of the EPAEY), review, assist and allocating funds for grant application cases business include the collection, review, registration, progress tracking control of the application cases, the notification of non-compliance with the reimbursement of the case, and the collection, archiving, filing and other operations of the case data. C. Within one month of signing the contract, the standard operating procedures for the review of the subsidy application for the removal of the first- and second-phase large-scale diesel vehicles and the installation of the third-phase large-scale diesel vehicles with filter filters will be reported, and the approval of the subsidy case will be conducted after approval by the Environmental Protection Agency. Matters should be completed within 15 days. Within one month of signing the contract, the application for the subsidy for the installation of the third-phase of a large-scale diesel vehicle with a filter filter should be made. The content includes at least a telephone interview and a real vehicle check, and the content is revised according to actual needs. E. The third-phase large-scale diesel vehicle will be equipped with a smoker filter subsidy case, and the on-site real-time vehicle inspection operation will be carried out. The inspection rate should reach 30% of the total number of appropriations, and the filter equipment manufacturers that have obtained the subsidy should be included. F. As for the third phase of the large-scale diesel vehicle, the owner or driver of the smoke filter subsidy case will be interviewed by telephone. The quarterly telephone interview will be conducted to grasp the updated condition of the use of the filter, and the record will be submitted to the Environmental Protection Bureau. The sampling ratio should be up to the previous quarter, reaching 25% of the total number of subsidy cases, and the filter equipment manufacturers who have obtained the subsidies should be all included. G. At least 4 times of seminar operation on the maintenance of the filter unit were conducted. The content should include the theoretical explanation of the smoke filter, the description of the principle of the vehicle adaptation, the on-site real vehicle maintenance/regeneration display and the troubleshooting method…etc. H. The seminar targeting the possible users, investigation and promotion and service should reach at least 300 person-times and service, and add a smoke filter operation and maintenance instruction meeting are held when there are less than 300 people. I. According to the requirements of the Environmental Protection Agency, at least 2 press releases will be issued to improve the exposure rate of the subsidy policy for the elimination of the first- and second-phase large-scale diesel vehicles and the installation of the third-phase large diesel vehicles with filter filters. Current status of implementation The main purpose of this project is to assist in the review of the first- and second-phase of diesel vehicles and the addition of the third-phase smoke filter subsidy case. It also provides 4 briefing sessions, publicity and interviews for 300 people and issues two pieces of publicity and other methods to promote the EPD diesel vehicle subsidy policy, and to calculate the benefits of air pollution reduction, and the diesel vehicle program is responsible for strengthening roadside interception, visual inspection, self-management and other discipline inspection of old diesel vehicles, strengthening the speed of old-age and reducing the harm of particulate pollutants. Till December 31st, 2018, at present, the progress is generally in line with the contract time schedule.
