In year of 2015, Environmental Protection Administration (EPA) has successively integrated air quality monitoring information for various air quality monitoring stations, including local EPB air quality monitoring station, and other institutions’ air quality monitoring stations, to promote people’s knowledge on environment quality control. The project assesses the accuracy of the Monitor stations and the data management by execute audition process . It then conducts post-task meeting and correction training to clarify the monitoring system problems and provide follow-up reference methods. Enhance the professional competence of the monitoring organization in terms of management and execution.
This project executes audition discipline for 31 local institutes, including local EPB, and other institutions. Audition includes manual and automatic monitoring precision check, station operation maintenance management, quality control and quality assurance on measured data process and data evaluation. The results indicate that local monitoring systems are operated and maintained well except few stations are not operated properly and some operators are still short of knowledge on the concepts of QC/QA importance. Some operators still don’t understand the purpose of quality control is to ensure the specification requirements are met and to provide as-built documentation of the end products. It is recommended that training on quality control / quality assurance (QC/QA) of data process and facilities (equipment) maintenance should be emphasized locally to promote the concept of QC/QA process.
The results from manually and automatically monitored station are briefly introduced as follows: The satisfaction for automatic monitoring station is 90.6% (based on 491 items checked and 46 items defected). According to various types of measured, the satisfaction rate is particle-type sensor (93.9%)>weather-type sensor (92.6%)> dynamic calibration-type sensor (91.9%)>gas-type sensor (88.8%). The satisfaction for manual operated station is 85.5%. To enhance local station quality, numerous seminars were held. These seminars include basic system introduction, process, and monitor approaches, to the end data process.
