106年度強化毒性化學物質流向管理及應用資訊系統計畫

中文摘要 本計畫今年度執行重點分為4大面向: 制度規劃:本計畫主要針對毒性化學物質管理進行研析,今年度為因應環保署化學局擬將毒性化學物質管理法中新增關注化學物質相關管理制度,協助第四類毒性化學物質核可管理辦法修訂,提出分級管理等相關修法建議。另為了解我國列管之323種毒性化學物質運作情形,完成10項毒化物之深度分析趨勢報告及辦理20家運作廠家現場訪查作業,利用輔導訪查了解運作業者申報資料正確性、毒化物實際流向情況、證件申請及運作紀錄申報困難,進而提升登記申報系統之操作友善度及相關管理建議。 系統加值維護:本計畫主要維護更新「毒性化學物質許可管理系統」及「毒性化學物質登記申報系統」,本年度增修項目包含建置風險化學物質之化工原料行輔導訪查功能、系統首頁改版、舊有ASP語法改以.NET語法撰寫、重新建置防災基本資料表、精進上下游廠商資料維護功能及強化運作紀錄離線申報系統等功能多項合約項目功能與額外服務超過10餘項,並配合各單位及地方環保單位資料交換;2系統皆定期進行資安檢測並配合環保署網頁監測及相關修正工作,藉以達到管理之成效。另系統精進後,業者客服來電量每月保持700餘通,且環保單位對於系統精進滿意度達90%以上。 流向稽查與人員管理:提供20名派駐人員協助各環保機關,經內稽作業其平均分數達90分以上。於環保署成立全國毒化物勾稽小組,完成系統勾稽件數達2,526件。本年度針對未申報名單清查回報、第四類未換證仍有結餘量及非法運作回報發布專案,其中未申報名單清查回報勾稽名單共計176家285筆紀錄,環保局清查完成率達95%,;第四類未換證仍有結餘量名單共計35家81件,環保局清查完成率達100%;非法運作回報名單共計21件,皆已完成回報,其中有6件進行裁處,裁處金額為48萬。勾稽顯見勾稽小組已確實能大量帶動全國環保單位的勾稽量能量。 宣導輔導:完成辦理13場次相關說明會,包含輔導環保局承辦、派駐以及業者,宣導輔導相關法規及系統操作方式,且與會者整體滿意度達80%以上,並全力協助各地方環保局辦理19場次說明會,滿意度達90%以上,並將與會者之建議回饋予環保署,以供環保署參考及精進方向。

106 Strengthening Toxic Chemicals Flowing Management and information system Project

英文摘要 The Project this year focused on implementing four main aspects: Regulation Planning The Project this year mainly focused on the analysis of the management of toxic chemical substances. In response to drafting an amendment conducted by the Toxic and Chemical Substances Bureau of the Environmental Protection Administration (EPA), suggestions were provided. The purpose of the amendment is introducing the chemical substances of concern into the Toxic Chemical Substances Control Act (Taiwan TCSCA). Suggestions on the management of different levels were proposed in order to modify the management of the approved Category 4 toxic chemical substances. In addition, in order to understand the operational status of the regulated 323 types of toxic chemical substances, an in-depth analysis and trend reports on 10 toxic chemicals were completed, and on-site surveys were conducted on 20 operating factories. Through these surveys, the accuracy of the reported data submitted by enterprises, the actual flow of toxic chemicals, and the difficulties in applying certificates and reporting operational records can be realized. These have improved the friendliness of operating the registration and reporting system as well as proposing relevant management suggestions. System Upgrade & Maintenance This Project aimed to maintain and upgrade the "Management System of Toxic Chemical Substances Authorization" and the "Toxic Chemical Registration and Reporting System." Various functions agreed in the contract have been added and revised this year: 1. Established a function which provides guidance and inspection on chemical raw material enterprises handling hazardous chemical substances. 2. Upgraded the homepage of the system. 3. Replaced the original ASP syntax with .NET 4. Redesigned the information form of disaster prevention. 5. Improved the function of upstream and downstream enterprises data maintenance and strengthened the offline reporting system of operational records. More than 10 services were provided including the ones listed above and other additional services. Moreover, assistance was provided to various units and local environmental protection units in exchanging information. Regular information security inspection was conducted on the two systems while cooperating with the EPA in website monitoring and providing relevant modification to achieve better management. After the system improvement, the number of phone calls received from the business’ customer service personnel maintained at roughly 700 calls per month, and the satisfaction rate of the improved system from the environmental protection units reached more than 90%. Flow Inspection and Staff Management 20 staffs are stationed at various environmental protection units to provide assistance and they reached an average score of more than 90 after internal inspections. The National Toxic Chemical Inspection Group was established under the EPA and has completed up to 2,526 system inspection. This year, a project was launched for reporting the list of enterprises that failed to report, enterprises with remaining Category 4 substances without changing the certificates, and illegal operation. A total of 285 of unreported cases from 176 enterprises were found and the total inspection completion rate, which was conducted by local Environmental Protection Bureaus (EPBs), was 95%. As for the case of unchanged certifications of Category 4 substances, a total of 81 cases from 35 enterprises were found, and the inspection completion rate was 100%. In addition, a total of 21 cases of illegal operation were found, and all of them have been reported. In which, 6 were sanctioned with the amount of 480,000 NTD. The inspection group has indeed successfully driven the inspection force of the environmental protection units nationwide. Promotion and Guidance 13 relevant seminars were held this year, including providing guidance to the EPBs’ contractors, stationed personnel and businesses on relevant regulations and system operation. The overall satisfaction rate of participants reached more than 80%. The Project has also assisted local EPBs in organizing 19 seminars which realized a satisfaction rate of more than 90%. The suggestions contributed by the participants were provided to the EPA for its reference and as the guidance for improvement.
