健全固定污染源空氣污染物連續自動監測設施管理制度及資訊管理平臺計畫

中文摘要 固定污染源空氣污染物連續自動監測設施(Continuous Emission Monitoring System,簡稱CEMS),具有即時與連續監測之功能,使公私場所可檢視污染防制設備操作情形,以利確認設備是否正常運轉或調整加藥量節省操作成本,使主管機關可監控轄區污染源排放狀況,達到污染管制之目的,且可用於計算空氣污染防制費排放量,取代人工採樣檢測之誤差。為確保監測設施之準確性與強化整體管制機制,本年度主要工作重點包括:(1)協助完成檢討固定污染源連續自動監測設施(CEMS)技術性管制規範,配合相關法制化推動業務作業,健全國內CEMS法規之管理制度;(2)協助辦理加強CEMS輔導及查核工作,強化公私場所CEMS數據品質,以掌握現行污染源排放管制情形;(3)協助提升CEMS資訊公開之傳輸穩定性,擴充CEMS監測資訊整合系統功能與電子化申報平台系統,及其相關配套管制作業,俾利掌握全國CEMS監測數據;(4)協助評析地方環保局CEMS業務之執行成效與考核行政作業,辦理CEMS業務相關說明會,以提升地方環保局CEMS整體管制能力。 105年已綜合歷年公私場所查核,與各地方環保局業務執行成效訪查問題及各界所提建議,修正固定污染源連續自動監測設施管理辦法(以下簡稱CEMS管理辦法)草案,包括新增粒狀物重量濃度與防制設備操作參數監測項目、訊號採集誤差、訊號平行比對性能規格與測試程序…等內容,且依此辦理研商會以先行瞭解各地方主管機關,針對草案執行困難點或其他相關建議,並再次修正草案後於本年度7月10日預告「CEMS管理辦法」修正公告草案,與「公私場所應設置連續自動監測設施及與主管機關連線之固定污染源」修正公告草案。 另藉由本年度執行公私場所CEMS查核(包括CEMS系統與法規符合度查核、訊號比對查核、標準氣體查核(CGA)、二氧化氮/一氧化氮(NO2/NO)轉化器效率測試查核共5場6根次),先試行草案規範內容之可行性與執行之難易度,與訪查各地方環保局業務執行成效(共17家),瞭解現行法規缺失而不利於管理之問題,並參考9月26日與9月27日辦理3場次公聽會所蒐集之公私場所意見,再次修正CEMS管理辦法修正草案之內容,使法規能更切合執行與管理之需求。 而為提升CEMS監測數據公開傳輸穩定性與正確性,加強數據比對與更新,並修正資訊公開方式以減少一般大眾解讀錯誤之情形。另配合法規管制建置預警通報系統以擴大利用監測數據,並擴充資訊管理功能,包括公私場所基本資料、監測數據比對系統,以協助環保局加強管制,並與固定污染源資料進行介接,再配合各地方環保局即時更新與維護,可使未來整體管制更為資訊化,並有效掌握全國固定污染源CEMS管制情形。

The project of CEMS installation institution review and information management of the stationary sources.

英文摘要 Continuous emission monitoring system (hereinafter referred to as “CEMS”) involves the sum of activities associated with determining and reporting pollutant emissions from stationary sources. The emissions data obtained provide a continuous record that can be used by environmental control agencies to support a variety of regulatory programs. First used to monitor the operation of air pollution control equipment, regulatory applications have extended in Taiwan to use CEMS for determining the compliance of stationary sources with their emission limitations. As the regulatory applications are extended, CEMS data are being used increasingly for process control and optimization. In order to ensure the accuracy of monitoring system and strengthen the management mechanism, the major tasks in this year include: 1. assisting the Environmental Protection Administration Executive Yuan (hereinafter referred to as “EPA”) to revise relevant rules and technicality regulations of CEMS¸ to harmony with relevant legal institutions promote and integrity the CEMS regulatory regime; 2. Assisting EPA to enhancing the nation-wide work of auditing and consultation of CEMS and strengthen the CEMS data quality of public and private premises; 3. upgrading the EPA CEMS information integration system and accomplishing the OPEN-DATA assignment and expand the performers of legal electronic-document register system and relevant control task in order to have in hand the nation-wild CEMS data; 4. Examining effectiveness evaluation system and supervising the execution of the Environmental Protection Bureaus (hereinafter referred to as “EPBs”). We have collected the audit results of manufactory over the years and the questions of EPA’s benefit for inquire about and investigate and the suggestions of all circles to revise the draft of Regulation Governing Continuous Emission Monitoring System for Stationary Sources (hereinafter referred to as “CEMS regulation”). The revising include that add the monitoring item of mass concentration of particulate and parameters of air pollution control device, the performers standers and test process for the signal collection error etc.. According to revising, we hold the status update meetings to understanding the comments and suggestions of EPBs for the draft of CEMS regulation. After revised the draft of CEMS regulation by the meetings’ results, the EPA had bulletined the revision draft of the preliminary announcement of the CEMS regulation and The Public and Private Place Must Set up The Continue Emission Monitoring System and Connect to Authorities for Stationary Sources at July 10th 2017. By enforcing the CEMS audit of public and private premises, that included the CEMS system and regulation audit of public and private spaces, signal alignment check and the standard gas concentration detection check and NO/NO2 conversion test audit for 5 stationary sources 6 stacks, to understanding the feasibility of CEMs regulation draft and the degree of difficulty for administer. To understand the CEMS business execution performance of the local environmental protection bureau and known the questions of management layer for 17 local environmental protection bureau. We integrate the execution of present CEMS law and refer to the opinion collection of 3 public hearing that holding on September 26th and 27th 2017, respectively. We revised the CEMs regulation draft again to meet the execution and management requirement of regulation. In order to increase the transmission stability and accuracy of OPEN-DATA, enhancing the data comparison and renewable and amend the manner of OPEN-DATA to reduce the status of wrong understanding for the mass population. To harmony with the legislation governing that establishes the forewarning announce system to broaden the scope of data employ. To enlarge the information management capability, included the basic information of the public and private premises, data comparison system, to assist EPBs increase control capability, to connect with the database of permission for the stationary sources and cooperate with EPBs database renew and maintained to increase the informatization of CEMS governing and effectively command of CEMS governing status for the national-wild stationary sources.
