106年度澎湖縣移動污染源稽查管制計畫
| 中文摘要 | 本計畫自3月10日起，依據各工作項目進度規劃，執行各項管制工作，統計至106年12月31日，計畫平均進度已達100%，各項工作量化進度整理如表I所示。 行政院環境保護署(以下簡稱環保署)針對交通工具進行各項管制措施，訂定交通工具空氣污染物排放標準，澎湖縣政府環境保護局根據環保署之管制措施辦理移動污染源管制計畫(以下簡稱本計畫)以進行機車定期排氣檢驗、柴油車排煙檢驗及油品硫含量抽驗等工作；而本縣船舶眾多，因此另外針對船舶進行排煙及油品之管制，106年度本縣應到檢機車為49,781輛，大型柴油客貨車共有772輛，登記遊艇117艘，登記漁船共1,454艘。本年度各項管制工作之質化量表如表II。 在提升定檢率方面，106年在檢驗車輛數微幅增加297輛，定檢率增加0.3%，自104年起，呈逐年提升之情形。 在機車管制方面，本計畫合計寄發定檢通知40,043份，民眾在接到通知後前往環保局認可之排氣檢驗站進行機車排氣檢驗；然因本縣地形特殊，排氣檢驗站皆集中於馬公市區，在馬公市區以外地區包括澎南、湖西、白沙及西嶼則須仰賴本計畫移動式排氣檢驗站巡迴各偏鄉進行檢測服務；並於計畫期間合計完成機車排氣檢驗6,672輛次、車牌辨識稽查6,989輛次、未定檢機車巡查5,961輛次、路邊攔檢503輛次，以及寄發催檢通知20,814件。 在二行程機車汰舊方面，移污計畫自100年開始協助環保局進行二行程機車汰舊宣導及審查工作，迄今共已淘汰12,032輛二行程機車，106年度汰舊1,388輛次，淘汰率為歷年最高，在污染減量方面，削減PM10 0.86公噸，PM2.5 0.7公噸，NOx 1.46公噸及NMHC 10.97公噸。 在離島檢測方面，106年度於5月份完成七美、望安、吉貝及虎井等四大離島檢測工作，並有1家檢驗站配合執行，所有現場人員分別在七美、望安執行4日、吉貝執行3日、虎井執行1日，合計完成1,839輛次檢驗工作，平均檢驗不合格率為6.2%，不合格車輛改善完成率為100%。 在柴油車方面，在台灣本島各縣市皆設有柴油車動力計排煙檢測站，離島縣市則因檢驗數量不多，故未設置排煙檢測站；本計畫之柴油車管制工作則為目視判煙及排煙檢測，106年度完成柴油車目視判煙410輛次，排煙檢測301輛次。 柴油車油品管制方面，在地下油品查緝方面，本計畫每季配合農漁局辦理此項工作，合計辦理4次，皆未查獲流用情形；另外，分別完成10件加油站抽驗、151件柴油車攔檢抽驗及10件自主管理車隊油品抽驗工作。 船舶方面，設籍本縣船舶主要有遊艇及漁船，遊艇同樣也以柴油為燃料，因此本計畫亦以遊艇目視判煙及油品硫含量抽測為管制工具，而漁船則暫不予管制；其中，目視判煙完成135艘次，油品抽驗32艘次。 完成小型宣導10場次，並在3所學校辦理夏令營活動，更新10處次宣導看板及LED看板託播1個月，以及各式宣導品與宣導文件夾等。 另外，分別完成500份問卷調查、80處次噪音監測與40處次非游離輻射檢測工作。 各項量化工作皆已於106年12月31日前完成。 | ||

Penhu County 2017 Mobile Sources Audition and Control Project
| 英文摘要 | On motorbike pollution control, according to the data on EPA moter vehicles emission regular test information management system, the rate of Penghu County motor vehicles emission regular test is 71.2%. We revised off-use motor vehicles, the control rate is 86.8%. On diesel vehicle pollution control, those in-use diesel vehicles for which air pollutant emissions are determined through visual determination, there were 3 vehicles failed to meet the visual determination standards. There are 8 diesel vehicles failed to meet the emissions standards in 2017. The failure rate is 2.7%, and less than 5% for 4 consecutive years. In comparison with other local competent authorities, the failure rates are less the same. On sulfur content of diesel supplied for use in transportation vehicles, the failure rate is 2.5% in 2017. There were diesel vehicles which sulfur content of diesel are 1,120、795、615 and 16 ppm. It means they had ever used diesel supplied for use in fishing vessels. On vessel pollution control, non-fishing vessels for which air pollutant emissions being determined through visual determination are also all pass. The audition on sulfur content of diesel supplied for use non-fishing vessels, there were 2 vessels had not complied the standards determined by the central competent authority. In 2017, we reviewed 800 applications for subsidy of fall into disuse of 2-stroke motorbike. There were 1,388 2-stroke motorbikes been discarded. We estimated the reduction of NMHC are 10.1 tonnes/ yr, PM10 is 0.86 ton/ yr, PM2.5 is 0.7 ton/ yr. | ||
