106年屏東縣土壤及地下水污染調查及查證工作計畫

中文摘要 本計畫執行期間為自106年1月12日開始至106年12月31日止,已完成之工作項目包含歷年相關之土壤及地下水檢測資料,於2~5月完成第一次監測井維護保養作業,7~9月完成第二次監測井維護保養作業,經維護後監測井狀況維持良好。5月份完成枯水期採樣作業18口次,1口監測井(埔羌崙段1799地號,井編號T00216)因枯水期無水關係延後至6月進行採樣;9月份完成豐水期採樣作業6口次,水質檢測結果均未超過法規標準。而鹽埔地區上、下半年度之地下水質調查結果顯示,主要污染物1,1二氯乙烯偏高之區域仍侷限於T00414及T00415,且除T00415-1外,均已超過查證基準建議值;本年度新設之大仁科大監測井經分析後並無1,1二氯乙烯濃度檢出,初步判斷污染物並未向下游擴散。另於5月19日完成採樣及檢測公司之QA/QC查核作業,整體品保內容經委員審查修正後據以執行。另於5月份完成土壤定期檢測作業,結果顯示重金屬汞之濃度超過食用作物農地監測標準,兩組作物(敏豆及辣椒)植體檢測結果顯示為N.D(未檢出)。 查證作業共完成8場次,包含潮州鎮中山段900地號土壤品質、鹽埔鄉永隆段33地號土壤品質、屏東市信興段556地號地下水水質、新開寮場址公用水井地下水水質、萬丹鄉社安段364、370、373、374地號及周邊土壤品質、憬懋企業及鯤晟五金之土壤及地下水品質、福聚太陽能股份有限公司土壤品質查證作業,整體檢測結果除憬懋企業之簡易井地下水重金屬鉛超過管制標準,其餘皆未超過法規標準;本團隊建議後續可於憬懋企業設置一口標準監測井,確認其超標情形。驗證作業則完成新園鄉新洋段325地號(2場次)及明光金屬工廠股份有限公司,其驗證結果均已降低至改善標準以下,環保局依據驗證結果已函文解除列管。 緊急應變作業部份則進行7場,分別為崁頂鄉頂信段322及329地號周邊地下水、枋寮鄉中山段221地號周邊土壤及地下水、萬丹鄉田厝段1019地號周邊地下水、新園鄉新洋段391地號周邊地下水、長治鄉番子寮段1069地號周邊地下水、里港鄉土庫段287-58地號土壤及周邊地下水、枋寮鄉大響營段二小段12、12-1、12-2、13、14地號周邊土壤及地下水(各1場次),其中枋寮鄉中山段221地號、萬丹鄉田厝段1019地號、新園鄉新洋段391地號係民眾陳情地上堆放爐渣,經確認後上述3處周邊之土壤及地下水均未有遭受污染情形。 針對加油站本年度網路申報結果中,於第二次網路申報異常者(PID/FID未呈相關性)為千越加油站及千越東港加油站,其中千越東港加油站已於106年10月25日完成測漏管查核且無異常。建議將千越加油站列入107年度測漏管查核名單。本年度已完成13家測漏管查核作業,查核結果中,後壁湖漁船加油站之測漏管油氣濃度有異常情形,故採集兩支測漏管土壤氣體至採氣袋進行GC-FID分析,圖譜分析結果顯示僅測得輕質烷類,其餘各檢測項目均未檢出,污染潛勢分級判斷屬C級,因此無須追蹤,僅將其檢測結果予以備查。加油站查核共完成282家次,上半年主要針對書面資料審閱,主要缺失為保存資料不齊全、測漏管標示不清等,經輔導後,下半年度複查皆屬通過;下半年則針對測漏管功能進行查核,除仁壽營區加油站發現浮油外,其餘加油站之測漏管功能均屬正常。 本年度針對兩家地下儲槽系統進行土壤及地下水調查作業,其中楓港加油站土壤調查結果均無異常,而仁壽營區加油站經測漏管功能查核發現有浮油情形後立即進行該站之土壤及地下水調查,結果發現其土壤之總石油碳氫化合物(TPH)超過土壤污染管制標準;簡易井地下水之萘、總石油碳氫化合物(TPH)超過地下水污染管制標準。針對此一結果,環保局已立即要求軍方啟動應變措施(抽除殘油、查漏、止漏),同時要求軍方須於12月15日前完成可能污染或洩漏源之調查、12月27日前提交應變必要措施處置成果。本團隊已於106年11月22日至該站設置一口標準井,並於11月29日再次進行採樣分析,檢測結果顯示VOCs及TPH均未超過法規標準,本團隊將配合環保局加強該站之巡查,有效監督其相關作業之辦理,加速污染物之控制與改善;針對該站土壤超標情形,建議環保局依土壤及地下水污染整治法公告列管。 另配合行政作業部份,於5月24日完成第1場整治技術研習會、6月23日完成一場次法規說明會、10月12日完成第2場整治技術研習會;執行土壤及地下水污染防治宣導完成10場次共宣導約1,708人次,另包含發布5篇新聞稿、10場次之技術服務諮詢、3家加油站之地下儲槽系統報告書審查、13件土壤污染評估調查及檢測資料審查;列管場址巡查1~11月完成356場次。

Investigation and Verification of Soil and Groundwater Pollution in Pingtung County in 106 Years

英文摘要 This project begins from January 12 and ends at December 31, 2017, the completed work items include soil and groundwater testing data related to the previous years. The first monitoring well maintenance work was completed from February to May, and the second monitoring well maintenance work was completed from July to September. After maintenance, the monitoring well conditions remained good. In May, 18 sampling operations were completed during the dry season. One monitoring well (No.1799, Pu-Qiang-Lun paragraph, well number T00216) was sampled due to no water in the dry season until June. During September, six sampling operations were completed .Water quality test results did not exceed the regulatory standards. However, the survey results of underground water quality in the upper and lower half of YanPu area show that the area with the highest level of 1,1-Dichloroethene is still limited to T00414 and T00415, with the exception of T00415-1, which exceeds the recommended reference value . The newly-established TaJen University monitoring well did not detect the 1,1-Dichloroethene concentration after the analysis. It was initially determined that the pollutants did not spread to the downstream. The other on May 19 to complete the sampling and testing company's QA/QC(Quality Assurance/Quality Control) inspection operations, the overall quality assurance content reviewed and amended by the Commission according to the implementation. In addition, the soil regular testing was completed in May. The results showed that the concentration of heavy metal mercury exceeded the monitoring standard of agricultural crops for food crops. The result was N.D(Non-Detection) of the two groups of crops (min bean and chili). A total of 8 verifications were completed, including soil quality of No. 900 in Zhong-shan paragraph of Chaozhou town, soil quality of No. 33 in Yong-long paragraph of Yanpu village, groundwater quality of No. 556 in XinXing paragraph of Pingtung city, groundwater quality of public wells in Shinkairyo site.Soil and Groundwater Quality of No. 364, 370, 373, 374 and No. Soil and surrounding quality of WanDan township SirAn paragraph. Soil and groundwater quality of Jing-Mao enterprise and Kun-Sheng hardware, soil quality verification operation of FuJu Solar Co., Ltd., of the simple well groundwater heavy metal lead exceeded the regulatory standards, the rest did not exceed the regulatory standards; the team recommended follow-up can be set to a standard monitor wells Jing-Mao enterprises to confirm the situation overweight. Therefore, GC-FID (Gas Chromatography-Flame Ionization Detector) analysis was performed on two soil tubes for leak detection, the map analysis showed that only light alkanes were detected, and the rest of the test items were not detected. The pollution potential classification judgment was C grade, so did not trace and only the test results were for reference. Gas station inspection completed a total of 282 times in the first half mainly for written information review, the main missing is incomplete data storage, leaky pipe marking unclear, after counseling, the second half of the review are passed; the second half of the test Leak tube function check, in addition to the RenShouying gas stations found floating oil, the remaining gas leak test tube functions are normal. In this year, soil and groundwater survey work was conducted for two underground storage tank systems. Soil survey results at Feng-gang gas station were normal. However, the gas stations in RenShouying gas station were immediately subjected to an oil slick test and groundwater surveys, it was found that total petroleum hydrocarbons (TPH) exceeded soil pollution control standards; naphtha and total petroleum hydrocarbons (TPH) of groundwater from simple wells exceeded groundwater pollution control standards. In response to this result, the Environmental Protection Bureau (EPB) has immediately asked the military to initiate contingency measures (removal of residual oil, leak detection, stop leak), while requiring the military to be completed by December 15 of possible contamination or leakage sources survey, December 27 submitted a few days ago necessary measures to deal with the response. The team set up a standard well to the station on November 22, and again conducted sampling and analysis on November 29. The test results showed that VOCs(Volatile Organic Compounds )and TPH did not exceed the regulatory standards. The team will cooperate with the Environmental Protection Bureau to strengthen the station Of the inspections to effectively supervise the handling of its related operations to speed up the control and improvement of pollutants; for the site of soil over the situation, it is recommended that the EPB in accordance with soil and groundwater pollution control law bulletin. The other with the administrative part of the job, on May 24 to complete the first seminar on remediation technology, June 23 to complete a regulatory briefing on October 12 to complete the second remediation technology seminar; in addition to the implementation of soil and groundwater pollution, there were 5 press releases, 10 technical service consulting, 3 underground gas storage tank system report review, 13 soil pollution assessment survey and testing data Review; and carry out the site inspections 356 times in this year.
