非工業類之事業廢棄物管理專案工作計畫

中文摘要 本計畫之工作內容主要包括農業、醫療、營建廢棄物管理現況之蒐集分析、強化醫療廢棄物管理及追蹤去化情形、加強農業資材及農業廢棄物去化管道、提升營建工程自主管理及廢棄物減量分類等,以下分別說明各項工作成果。 一、醫療廢棄物 強化醫療廢棄物管理及追蹤去化情形部分,完成醫療機構廢透析藥水桶之調查,推估每年產出約3,600公噸之廢透析藥水桶,約有91%的醫療院所委託取得檢核之廢塑膠再利用機構,再利用比例約占產出量之92%;完成生物醫療廢棄物滅菌再利用技術及管道研析,現行的6家滅菌再利用機構,再利用技術均為高溫高壓蒸氣滅菌,總處理量能約為14,000公噸/年,推估約為總需求量之1.6倍;在辦理產出生物醫療廢棄物之事業查核、輔導及法令政策宣導工作部分,完成30場次查核輔導,並完成3場次醫療機構生物醫療廢棄物妥善處理宣導說明會;另已蒐集、整理中國大陸、美國、加拿大之醫療廢棄物管理之相關法規及規範,並與我國管理範圍作比較分析。現況蒐集分析部分,完成醫療廢棄物105年度第4季至106年度第3季季報分析與完成近5年醫療廢棄物之種類、產生量、清理及再利用流向變化之分析報告,並完成「醫療廢棄物宣導網」之維護與更新。 二、農業廢棄物 加強農業資材及農業廢棄物去化管道部分,已參考內政部營建剩餘土石方處理方案對砂石資源之管理精神,完成「可再生利用之農業資材管理方案」;分別於北部及南部辦理「漁港漁船廢棄物妥善清理」宣導說明會2場次;完成訪視30場次農漁業廢棄物產源之管理情形。現況蒐集分析部分,完成農業廢棄物105年度第4季至106年度第3季季報分析與完成近5年農業廢棄物之種類、產生量、清理及再利用流向變化之分析報告;並完成「農業剩餘物管理宣導網」之維護與更新。 三、營建廢棄物 提升營建工程自主管理及廢棄物減量分類部分,已完成辦理「營建廢棄物源頭減量及妥善處理宣導說明會」北、中、南3場次;已完成10場次營建混合物再利用機構及11場次營建工地調查,並彙整業者意見及回復情形,完成106年營建工地及營建混合物再利用機構輔導訪視調查報告;已蒐集美國、英國、日本、香港及澳洲之石綿廢棄物清理管理資訊,提出國內管理建議,並實地赴高雄可寧衛股份有限公司了解固化處理有害石綿廢棄物之處理技術及處理情形。現況蒐集分析部分,完成營建廢棄物105年度第4季至106年度第3季季報分析與完成近5年營建廢棄物之種類、產生量、清理及再利用流向變化之分析報告;並完成「營建廢棄物宣導網」之維護與更新。

Non-industrial Waste Management Review Project

英文摘要 The work of this project mainly includes the collection and analysis of the status of agricultural, medical and construction waste management, strengthening medical waste management and tracking to the treatment situation, strengthening the agricultural materials and agricultural waste treatment gateway, enhancing the self-management of construction engineering and waste reduction classification. The following are the results of the work. First, the project strengthened medical waste management and tracked to the treatment situation. The project investigated of dialysis medicine container wastes in medical institutions, and estimated that about 3,600 tons of dialysis medicine container wastes are produced each year and about 91% of the medical institutions commissioned waste plastic reutilization institutions which obtained the inspection and approval. The reutilization ratio was about 92% of the dialysis medicine container waste generation. The project completed biomedical waste sterilization and reutilization technology and treatment gateway analysis. The treatment technology of current six sterilization reutilization institutions is high temperature and high pressure steam sterilization, and the total capacity can be about 14,000 tons per year, estimated to be about 1.6 times the total demand. The project counseled and propagated laws and policies for producing biomedical waste institutions. The project counseled 30 institutions, and held 3 meetings of medical institution biomedical waste properly treatment. In addition, the project collected the relevant laws and regulations on medical waste management in China, the United States and Canada, and compared with the scope of our management. The project collected and analyzed status, reported medical waste analysis from the fourth quarter of 2016 to the third quarter of 2017, and reported the past five years of the type, production, clearance and reutilization flow changes of medical waste. The project maintained and updated the "Medical Waste Information Website". Second, the project strengthened the agricultural materials and agricultural waste treatment gateway. The project referred to the Ministry of the Interior construction remaining stone and earthwork treatment programs on the management of gravel resources, and drew up the "Recyclable Agricultural Material Management Program". The project held 2 advocacy meetings in northern and southern Taiwan for the proper disposal of fishing port and fishing vessel waste, and visited the management situation of the 30 agricultural and fishery waste sources. The project collected and analyzed status, reported agricultural waste analysis from the fourth quarter of 2016 to the third quarter of 2017, and reported the past five years of the type, production, clearance and reutilization flow changes of agricultural waste. The project maintained and updated the "Agricultural Waste Information Website ". Third, the project enhanced the self-management of construction engineering and waste reduction classification. The project held 3 meetings advocacy meetings in northern, central and southern Taiwan for construction waste on source reduction and proper treatment, and investigated 10 construction mixture reutilization institutions and 11 construction sites, collected the opinions and responses from the industry, and completed the 2017 construction site and the construction mixture reutilization institutions visiting and counseling survey report. The project collected the management information of asbestos waste in the United States, Britain, Japan, Hong Kong and Australia and made suggestions for domestic management, and visited Kaohsiung Cleanaway Company Limited to understand the solidification treatment technology and processing of the hazardous asbestos waste. The project collected and analyzed status, reported construction waste analysis from the fourth quarter of 2016 to the third quarter of 2017, and reported the past five years of the type, production, clearance and reutilization flow changes of construction waste. The project maintained and updated the "Construction Waste Information Website ".
