In order to deal with various environmental issues and keep up with international trends toward protecting the environment, the Environmental Protection Administration, Executive Yuan (Taiwan EPA) proposed the “National Environmental Protection Plan” (“the Plan”) for a sustainable environment in Taiwan. The tasks of this project includes:(1) prepare a new “National Environmental Protection Plan”;(2) publish the 2017 Environmental White Paper and provide the framework for the 2018 Environmental White Paper; (3) provide suggestions and collect information regarding the establishment of the Ministry of Environment and Natural Resources (MOENR); (4) hold several consultation meetings and provide progress reports. The draft of“the Plan” is prepared according to the content of“the Plan” published in 1998 and the 2030 Agenda for Sustainable Development. The Plan provides the framework for the planning of environmental protection, environmental policy and the current status of Taiwan, environmental strategies and measures, implementing schedule and implementing mechanism, citizen participation, international participation and future prospect. The implementing schedule was set for achieving the short-term goals from 2018 to 2020, the mid-term one from 2020 to 2024, and the long-term one from 2024 to 2028. The 2017 Environmental White Paper with nine chapters divided into three sections has more than 600 pages. It includs environmental policy and current status, review of environmental protection strategies and measures, implementing schedule and prospect of the related projects. The purpose of the publication of the Environmental White Paper is to establish an integrated environment information system and to present the results of the planning and the implemention of the “National Environmental Protection Plan”. The framework for the 2018 Environmental White Paper was provided and it present the efforts of the implementation of the “National Environmental Protection Plan”. The 2018 Environmental White Paper will have eleven chapters divided into four sections. Moreover, the content of the 2018 Environmental White Paper will follow the goal and implementation strategies of the approved “National Environmental Protection Plan”
