106年度林口柴油車排煙檢測站操作管理計畫

中文摘要 計畫執行自 106 年2 月24 日起至106 年10 月23 日止,共計8 個月,相關 執行內容說明如下: 一、 排煙檢測 採用行政院環境保護署認證核可之檢測軟體,並依該署公告之「柴油 汽車排氣煙度試驗方法及程序」及「柴油汽車黑煙排放不透光率檢測方法 及程序」執行檢測,檢測作業全部電腦化,截至106 年10 月23 日止共檢 驗5,571 輛柴油車。 二、 油品抽檢作業 針對動力計檢測車輛全數進行油品篩檢,每月上旬下旬各採樣乙件送 至合格實驗室,截至106 年10 月23 日止共送驗16 件,分析結果皆合格無 非法油品。 三、 攔檢作業 本作業方式係依機關指示時間、方式及地點執行10 場次以上路攔;截 至106 年10 月23 日止已分別於本站附近「文化北路二段山隆加油站旁」 及「中華路與文化北路交叉口」兩處開設攔檢點,共計攔查24 輛次,不合 格8 輛次,不合格率為33%;另攔查的車輛中,計有2 輛次為車主進站檢 驗前後均有進出保養廠,疑有擅調之情形。 四、 自主管理作業 截至 106 年10 月23 日止,已完成簽署業者計有18 家;另配合行政院 環境保護署106 年度考評作業,目前已掌握本市登記老舊柴油車(一、二期 車)最多前五十家公家單位或業者,先行電話訪查,調查簽署自主管理意願、 宣導汰舊補助與加裝濾煙器補助等訊息;研擬企業車隊應使用四、五期低 污染柴油車之聲明書,希冀透過企業自主性聲明,推動使用新式低污染排 放車輛,以四、五期車承攬契約,共同降低污染排放。 五、 環保小局長活動 配合新北市環境保護局辦理「新北市環保小局長12 堂課」活動,本次 規劃以「環保小柯南」為主題,學習主軸分別為「空氣品質監測」及「環 保科學辦案」,活動已於106 年3 月完成,參與單位及學生、家長共計160 餘人。 六、 設備更新改善作業 完成「檢測線自動攔阻裝置」、「站體玻璃及牆壁清潔」、「頂樓漏水防 治、「廁所鋪設地磚」、「地面水塔移至頂樓」、「主控室與檢測車道間線路套 埋」及「站體破損磁磚更換」等工程;另新購「40 吋以上LED 電視機」、「點 陣式印表機」及「監視器攝影機鏡頭」等設備,上述合約工項已於6 月底 報局驗收。 七、 教育訓練 截至 106 年10 月23 日止,依年度規劃辦理檢測站檢測作業教育訓練 計有24 場次,目前已辦理26 場次;另持續針對站內新進檢測員陸續派送 取得柴車合格證照計有2 人,同時因應柴油車管制作業所需,派送TAF 受 訓取得合格證照1 人、丙種勞工安全衛生業務主管安全衛生教育訓練2 人 及空氣污染物目測檢查1 人。 八、 計畫品保品管作業 計劃期間除定期進行品保測試外,為瞭解排煙檢測過程之系統偏差情 形,已於106 年6 月底前,與基隆檢測站比對數據,本站與比對實驗室之 檢測結果皆符合105 年全國相關性測試警告上下限之品管範圍;與新竹檢 測站、ARTC 比對數據,本站與比對實驗室之檢測結果符合法規標準±3%標 準之品管範圍。 九、 稽核作業 已於 106 年6 月底前,由基隆、新竹及苗栗檢測站聯合至本站實施內 部稽核作業,共提出五項建議供參;另外部稽核本次規劃主題以站內「檢 驗品質」為主軸,並邀請顧復中及盧昭暉委員至本站實施稽核作業,共提 出七項建議供參。

2017 Linkou Inspection Plan of Diesel Vehicle Dynamometer in Smoke Exhaust Detection Station

英文摘要 This plan was implemented between February 24, 2017 and October 23, 2017, for 8 months. The content of the plan is described below: I. Smoke emissions testing Testing software certified by the Environmental Protection Administration (EPA) of the Executive Yuan was used to perform testing in accordance with the "Testing Methods and Procedures for Smoke Emissions from Diesel Motor Vehicles" and "Testing Methods and Procedures for Smoke Emission Opacity in Diesel Motor Vehicles" announced by the EPA; all testing tasks were computerized. A total of 5,571 diesel motor vehicles had been tested as of October 23, 2017. II. Random oil sample inspection tasks Screening of oil samples was performed for all dynamometer test vehicles. One sample from each vehicle was sent to an approved laboratory at the beginning and ending of each month; as of October 23, 2017, all 16 samples subjected to analysis passed and contained no illegal oil. III. Roadside testing tasks Roadside testing was performed more than ten times at times and locations designated by the agency and using methods designated by the agency. As of October 23, 2017, a total of 24 vehicles had been stopped for testing at the two roadside testing points respectively established near this station along the road at the Shanlong Filling Station on Section 2 of Wenhua North Road and at the intersection of Zhonghua Road and Wenhua North Road; of the 24 vehicles tested, 8 vehicles failed testing. The overall failure rate was 33%. In addition, the owners of 2 of the vehicles tested had entered a service shop around testing, and thus were suspected of having altered their vehicles before testing. IV. Self-management tasks A total of 18 companies had completed contract signing as of October 23, 2017; furthermore, in accordance with the 2017 evaluation items of the Environmental Protection Administration, Executive Yuan, preliminary telephone survey interviews were made with the 50 top government units or businesses with the oldest diesel vehicles registered in the city (phase 1 and 2 vehicles); the interviewers checked whether the units or businesses were willing to sign self-management contracts and provided information concerning subsidies for replacement of old vehicles and installation of diesel particulate filters. This also included the drafting of a statement that corporate vehicle fleets should use low-emissions diesel vehicles of phase 4 or 5. It is hoped that the self-management statements signed by corporations can help to promote the use of new low-emissions vehicles through the contacting of phase 4 or 5 vehicles, all of which will contribute to the joint reduction of emissions. V. The “Little Environmental Bureau Chief” activity In this plan, an activity with the theme of "Little Environmental Detective" was held in conjunction with the "12 New Taipei City Little Environmental Bureau Chief Classes" organized by the Environmental Protection Department of the New Taipei City Government. The event, which was completed in March 2017, was attended by over 160 units, students, and parents, and focused on the teaching of "air quality monitoring" and "handling environmental science cases." VI. Equipment update and improvement tasks The following projects were completed: "automatic testing line blocking devices," "cleanliness of station glass and walls," "rooftop leakage prevention," "installation of floor tiles in restrooms," "relocation of ground water towers to rooftops," "covering of circuits from control rooms to testing lanes," and "replacement of broken tiles in stations.” The Bureau purchased "40-plus-inch LED TV monitors," "dot matrix printers," and "monitoring camera lenses," which were delivered to the Bureau for acceptance at the end of June. VII. Education and training In accordance with the annual plan, 24 education and training sessions concerning test station testing tasks were to be conducted; 26 of these sessions had already been held as of October 23, 2017. The Bureau sent 2 new station testing personnel to obtain diesel vehicle certification. At the same time, in response to diesel vehicle control needs, the Bureau also sent one person to obtain TAF training and certification, 2 people to receive safety and health training for class-c labor safety and health managers, and one person to receive air pollutant visual inspection training. VIII.Plan Quality Assessment and Quality Control tasks Apart from regular quality assessment (QA) testing during the plan period, and in order to gain an understanding of systemic bias during the smoke emissions testing process, data was compared with data from the Keelung test station at the end of June 2017. The results from this station and those from the laboratory involved in the comparison were both within the upper and lower warning limits of the quality control scope of 2016 national correlation testing. Data comparison with the Hsinchu test station and ARTC revealed that testing results at this station and laboratories involved in comparison complied with the legal ±3% standard quality control scope. IX. Auditing tasks A joint internal audit of this station by the Keelung, Hsinchu, and Miaoli test stations at the end of June 2017 made five recommendations for reference. Also an external audit under the topic of station "inspection quality" was performed. Committee members Ku Fu-chung and Lu Chao-hui were invited to the station to perform auditing tasks, and they proposed seven recommendations for reference.
