106年度宜蘭縣土壤及地下水污染調查及查證工作計畫

中文摘要 為防治土壤及地下水污染,地方主管機關須針對轄區內土壤及地下水品質進行定期檢測、污染調查與民眾陳情案件查證工作,因此,宜蘭縣政府環境保護局(以下簡稱環保局)持續進行轄內土壤地下水潛在污染區域定期監測及調查,包含龍德工業區、利澤工業區、梅洲地區及地下儲槽等,另也針對污染列管場址進行驗證、查證及管制措施。環保局經公開評選後委託艾奕康工程股份有限公司(以下簡稱本團隊)執行「106年度宜蘭縣土壤及地下水污染調查及查證工作計畫」(以下簡稱本計畫),本計畫相關工作皆已完成,各項工作皆符合預定執行進度,並經環保局審查後提送期末報告定稿本。 本年度共計檢出13處場址土壤超過污染管制標準,分別為8處廢棄物回收業(緯佳金屬有限公司、佳暉企業社、祐慶企業社、高億環保企業社、興錩企業社、峰達企業社、金峰企業社及添進舊貨行)、增福造船廠(於106年6月16日更名為全福(股)公司)、大晉造船廠、代號CC-13-30營區-1及潔森科技股份有限公司。另本年度亦針對農地上非法工廠週邊環境進行調查,調查結果共計7處工廠週邊底泥具污染潛勢,建議環保局未來可針對其下游農地、農地灌排渠道底泥及工廠內部進行調查。 本年度對於施用禽畜糞肥農地調查工作重新回到污染潛勢較高之蘭陽溪上游區域,並以重金屬較易累積的台地及高灘地作為主要調查對象,共計調查49點次;調查結果檢出9處土壤超過食用作物農地監測標準,其中3處為過往超過監測標準,持續追蹤之坵塊。另本年度亦針對禽畜糞肥重金屬進行分析,由XRF篩測結果挑選測值較高者進行全量分析,分析結果2樣品鋅皆超過管制標準(銅測值接近管制標準),如長期添加含高濃度銅及鋅之禽畜糞肥,有可能導致土壤重金屬超過管制標準,對此,本團隊綜整環保局100~106年施用禽畜糞肥農地調查成果,建議未來可從「養雞場源頭管制」及「施用者農民宣導」二個面向進行改善。 本團隊於106年6月20日完成12口(含三星掩埋場下游監測井)監測井井況評估工作,依據評估結果針對5口監測井進行井底異物清除工作。此外,針對7口井管(篩)積垢及井底淤積等情況之監測井進行再完井,並皆經井中攝影確認異物皆已清除完成。 綜整歷年地下水監測結果,場置性監測井氨氮濃度較高區域主要集中在龍德工業區、宜蘭市垃圾掩埋場周圍及冬山河沿岸監測井;而鐵、錳及砷濃度較高區域主要集中在龍德工業區、親水公園及冬山河沿岸區域。而掩埋場地下水監測結果,主要以一般項目超過監測標準情況為主,包含總硬度、氯鹽、氨氮、總溶解固體物等。 持續每月對於列管場址進行監督查核,掌握各場址改善進度及最新狀況,並對於污染改善完成之場址進行驗證作業,確認污染場址改善之成效。本年度共計進行12場次場址驗證,分別為綠芳環境(2次)、廢棄物回收業6處(豐億金屬、宏貿金屬、新興企業社、志田企業社、易泰企業社(2次)及昱信行)、礁溪枕頭山靶場、礁溪德陽北營區及三星紅柴林場址,均已完成場址解列。 已協助環保局完成105年第3次(申報區間為105年9~12月)、106年第1次(申報區間為106年1~4月)及106年第2次(申報區間為106年5~8月),申報審查率皆為100 %。另本年度亦對於蘭陽加油站、中正南路加油站、礁溪加油站、壯圍加油站、北關加油站及冬山加油站進行追蹤。油氣檢測結果,蘭陽加油站有3口測漏管檢測發現超過法規警戒值,已具有土壤及地下水污染之潛勢。 本年度對於蘭陽加油站進行土壤及地下水調查,調查結果雖無檢出超過管制標準情形,但就現場土壤有油氣味及簡易井有油花情況判斷蘭陽加油站已有油品洩漏情況,對此,本年度於11月13日於蘭陽加油站下游設置1口標準監測井(G00226),以持續監測地下水質。 本年度目前共計進行36車次(106年2~12月)土石方入境管理抽樣工作,透過XRF篩測,均無檢出土壤有超過食用作物農地監測標準情況。而土石方入境檢測工作已執行3年,而在整個執行過程中大部分業者知道環保局有抽驗機制後,已不敢隨意收受來路不明之土石運入境內,因此,在有效運用調查資源及經費下,建議環保局持續執行本項工作,但調降抽測頻率為每2個月抽測2車次(樣)土石,並同樣以XRF篩測值(食用作物農地監測標準)作為異常土石初步判斷的依據。 本年度目前完成3場次土壤及地下水污染防治法相關法規說明會(總參加人數274人)、2場次之專業課題講座訓練(合計6小時)及3場次地下水污染防治教育校園宣導活動(額外承諾)。參與對象包含一般民眾、業者、在校學生及其他政府機關承辦人員等,其會議效益不僅可加強社會大眾對於土壤及地下水環境保護之認知,參與人員所表達之意見,亦可作為未來環保機關施政之參考。

The project on Investigation and Verificationof Soil and Groundwater Pollution in Yilan County, 2017

英文摘要 In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with people’s pleading. Thus, Yilan Environmental Protection Bureau (the “EPB”) has been continuously monitoring the potential sites of contaminated soil and groundwater in its own authority region, including industrial complex and communities in Longde, Lize, and Meizhou as well as underground storage tank (UST). Additionally, the work of inspection, verification and control measures has been implemented over restrained contaminated area. The EPB has commissioned AECOM Co., Ltd (the “team”) to be the chief executive of “2017 Project of investigating and verifying contamination for soil and groundwater in Yilan County” (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work. In this year there are 13 sites where the contamination in soil exceeds the control standard, 8 of which are waste-recycling sites. Also, Zeng Fu Shipyard (had named to Quanfu Shipyard), Da Jin Shipyard, barrack CC-13-30 and Je Son technology Co., Ltd. And. In addition, the investigation of sediments around the illegal factories on farmland has done this year, also enquired 7 factories out which are more polluted. It is suggested that the EPB could conduct soil and sediment survey for its downstream agricultural land, irrigation and drainage channels; and also do the soil and sediment investigation inside those factories. For the investigation in farmlands applying manure as fertiliser, this year’s investigation focused on the upstream of Lan Yang River where has higher pollution potential. Among them, the investigation this year targeted tableland and high-grounded riverbank due to the liability of heavy metal accumulation in these places. Yilan EPB this year has completed 49 points of soil investigations, and found 9 places with results higher than farmland monitoring standards. And 3 of 9 are farmlands that have been on the observation list. On the other hand, the heavy metal concentrations in livestock manure have also been tested by content analysis following XRF screening to pick out higher ones from all soil samples. The outcome showed that there were 2 soil samples with zinc exceeding the control standard (copper concentration at the edge of the control standard). It is likely a result of long-term manure usage to cause the concentration in soil higher than the standards. The team has filed the relevant investigation results from 2011 to 2017 to raise two aspects, “Source control at poultry farm” and “Sessions with farmers”, to improve the situation. The team had completed the condition assessment on twelve monitoring wells on June 20th 2017, including the downstream well at San-Hsing landfill. Five of them went through the maintenance after the assessment, and seven of them went through the well development again followed by camera shooting inside the well to assure of tidiness. Reviewing the known results, those onsite monitoring wells with higher ammonia concentration were mostly at Longde industrial area, perimeter of Yilan landfill site, and riverbank of Tung-Shen River; whilst higher concentrations of iron, manganese and arsenic appeared at Longde industrial area, the water park, and the riverbank of Tung-Shen River. The analysis results of groundwater of the landfill indicated that general subjects were exceeding the monitoring standards such as total hardness, chloride, ammonia, and total dissolved solid. It is suggested to continue overseeing those restrained sites to update the situation of improvement of each, and carry out the performance inspection over those completing the remediation. There had been twelve performance inspections in this year, i.e. Lu-Fang (2 inspections), six inspections on waste recycle business, (Feng-Yi, Hung-Mao, Hsin-Hsing, Chih-Tien, Yi-Tai (2 inspections), and Yu-Hsin-Hang), Chen-Tou Hill Range, North Te-Yang military compound, and Hung-Chai-Lin. All sites are now on the list of de-restraining. The team has supported EPB to 100% report the situation of gas stations in Q4 2016, Q1 2017, and Q2 2017. In this year the team and EPB had also monitored gas stations such as Lan-Yang, Chung-Cheng South Road, Chiao-Hsi, Chuang-Wei, Pei-Kuan and Tung-Shen. The results showed that in Lan-Yang gas station there were three spots found over the warning standard, giving potential of soil and groundwater contamination. Under the known condition soil and groundwater investigation started at Lan-Yang gas station, the outcome told no sight of exceeding the control standards, but gasoline odour in soil and floating oil in simple wells indicated the oil leakage had happened. Thus, on November 13 the team had arranged one installation of standard monitoring well at the downstream of groundwater flow beneath Lan-Yang gas station. In this year there had been thirty-six samplings (February-December 2017) for soil and rock import management. Through XRF screening the team had found no soil exceeding the farmland monitoring standard. The import management had been three years and business were all careful about the source of imported soil and rock due to being aware of EPB’s sampling. The team suggested the management should be continued by the principle of efficient investigation, but the frequency can be lowered down to two samplings for two months with XRF screening as the preliminary judgement on abnormal soil and rock. There had been three sessions (attended by 274 people) hold for legitimacy explanation on Soil and Groundwater Pollution Act, two sessions of subject training (totally six hours), and three sessions of campus education (additional services). People attending included civilians, relevant businessmen, pupils or students, and administrators. The effect was expected not only to promote the society’s knowledge of soil and groundwater protection, but also to hear attendee’s opinion as part of administration improvement in the future.
