機動車輛排放空氣污染物及噪音檢驗測定機構測定品質監管計畫
| 中文摘要 | 本計畫仍依據「機動車輛排放空氣污染物及噪音檢驗測定機構管理辦法」，針對已獲得許可之機動車輛污染檢驗室品質管理系統之各項作業進行監督與輔導。主要目標在於藉由查核工作之進行，了解檢驗室執行品保品管程序，進而提出缺失改善之建議，並藉由實施複查，監督實驗室缺失改善情形，實質而有效達到查核目的。同時由檢驗數據查核了解檢測數據之追溯性與完整性，落實品保品管要求，以提升許可檢驗室之檢驗技術品質，確保檢驗數據之公信力。本年度主要工作成果包括：(1)完成10家機動車輛污染測定機構年度查核作業，查核結果未發現違反管理辦法或虛偽造假之情形；(2)針對汽油車、柴油車、機車污染及車輛噪音等4種檢測項目，完成44場次年度相關性測試督導作業，測定結果符合容許範圍；(3)完成與國際車輛檢測機構執行相關性測之辦理計畫規劃；(4)完成新版ISO 10844噪音測試場地定期確認項目之國內外測定能量評估；(5)完成ECE R51-03及WLTC測試方法及技術文獻資料蒐集及評析，以使環檢所能掌握測試方法之修訂動向；(6)完成車輛胎壓於車輛污染測試結果之影響評估；(7)完成辦理現場評鑑專家訓練及研習會、評鑑專家及業者座談會及檢測技術交流會各一場。 | ||

Quality monitoring for Motor Vehicle Air Pollution and Noise Emission Testing Organizations.
| 英文摘要 | This project was commissioned by the National Institute of Environmental Analysis, Environmental Protection Administration. The project was in accordance with「Regulations Governing Motor Vehicle Air Pollutant and Noise Emission Testing Organizations」to supervise and guide quality management systems for the licensed laboratories. This project was designed to provide improving suggestions to laboratories by annual audit for their quality management system and processes and to check the improved actions by supplemental audit to assure the objectives of project achieved. Meanwhile, this project was also expected to enhance testing technique and quality of laboratories by checking the traceability and integrality of measurement data to assure the justice of test result. The achievements of this project include: (1) Annual audit for quality system of 10 laboratories were completed and the results did not find violations of management rules or false data. (2) 44 supervisions for correlation testing were completed, all results meet the requirement.(3) The evaluation of international vehicle testing laboratory related testing plan was completed. (4) The evaluation of new ISO 10844 noise test track capabilities for overseas and domestic measuring was completed. (5) The insight into the ECE R51-03 ＆ WLTC testing procedures and methods was completed, in order to improve the understanding of the authority. (6)The impact evaluation of tire pressure on vehicle emission testing was completed. (7) One symposium was hold for laboratories and assessment specialists and One testing technical training and conference was hold for laboratories. | ||
