This Plan was implemented over the period between August 3, 2017 and July 31, 2018. The main work items included in the Plan were as follows: (1) Updating the Water Pollution Control Fee collection list and declaration notifications; (2) Auditing Water Pollution Control Fee declaration cases and strengthening the efficiency of cross-checking, validation and review; (3) Collating Water Pollution Control Fee declaration and auditing results for each period, and analyzing trends in pollution quantities and Fee amounts; (4) Implementing Water Pollution Control Fee collection account checking operations; (5) Maintaining and Updating the Water Pollution Control Fee Online Declaration and Inquiry System; (6) Provision of Water Pollution Control Fee Review Operations Consulting Services; (7) Provision of assistance in the the implementation of ancillary administrative tasks relating to the Plan.
As part of Plan implementation, Water Pollution Control Fee collection list management, review and auditing operations have already been completed for the first and second periods of FY2017; the total amount of Water Pollution Control Fees declared in the second period was NT$402,551,279. On the basis of the data submitted by firms in their declarations, review (and re-review) has been implemented for 1,861 firms (7,447 instances of review) and auditing has been performed at 153 sites; a total of NT$23,079,286 in supplementary Fees has been paid. Also this year, preliminary review was implemented based on cross-checking of the declaration details submitted by firms with water system permit periodic inspection data and pastoral farm registration data; cross-checking of data for 3,528 revealed no inconsistencies. With respect to the Water Pollution Control Fees paid by firms, FY2017 Water Pollution Control Fees collection account checking and auditing operations were completed, and an auditor's opinion was submitted. Regarding system updating, the Water Pollution Control Fee Online Declaration and Inquiry System was updated and expanded in line with Plan requirements and with relevant changes in the law. The content of the work performed included updating the System to incorporate the latest announcement, file download, permit data linkage, inquiry-related data uploading and review result inquiry functions, etc. In addition, some suggestions regarding revision of the collection system were put forward, in line with actual declaration and review implementation status. To support the revision of the Water Pollution Control Fee Collection Regulations, a total of three Water Pollution Control Fee Collection Presentations were held, and four advice hotlines were established to provide firms subject to Water Pollution Control Fee collection with timely advisory services, so as to reduce the incidence of errors in Fee declaration.
