1.Draft financial management and strategy of the Soil and Groundwater Pollution Remediation Fund:
The policy evolution of the previous Remediation Fees collection system has been consolidated, and the flow chart of the fund operation has been completed. In order to strengthen the management of soil and groundwater pollution management and promote the strategic direction, it is proposed that the existing business of the Soil and Groundwater Remediation Fund should adopt a streamlined and simplified strategy of reducing expenditure, increasing income and improving the efficiency of remediation.
2.Constructing a multi-financial management tool for the Sustainable operation of the fund:
Regarding the future and long-term operation mode of the Soil and Groundwater Remediation Fund, the short-term strategy should reduce the fund expenditure to achieve balanced operation. The medium-term strategy is to evaluate the remaining funds for appropriate use when the stock of the fund reaches the safe stock level. The long-term strategy is to promote the combination of risk assessment and the contaminated land revitalization and sustainable development, so that the cost reduction of remediation and the value increment of land revitalization will give feedback to the fund to achieve the goal of sustainable development.
3.Assess the impact of the contaminated sites remediation on the fund's revenue and expenditure:
Three contaminated sites were selected and the cases study of remediation and land revitalization were simulated to conduct economic impact analysis. The impact of land remediation and revitalization on fund revenue and expenditure was assessed. Moreover, we proposed an implementation strategy to improve remediation efficiency of the contaminated sites.
4.Handling expert consultations and symposiums:
4 expert consultation meetings and 2 symposiums were handled for discussing issues related to the sustainable operation of Soil and Groundwater Remediation Fund. The total number of participants was 104.
