Climate Change has been the most important issue in the world, in order to mitigate the effect of climate change, Parties of United Nations Framework Convention on Climate Change (UNFCCC) had passed Paris Agreement which implied all parties shall provide Nationally Determined Contribution (NDC) and comply with the 5-years-based review at the 21st Conference of the Parties (COP 21). In responding to the international development, Taiwan promulgated “Greenhouse Gas Reduction and Management Act” (the Act) in July 2015, not only setting up the 2050 long-term target but the five-year regulatory goals.
Based on the Article 11 of the Act and the Regulations for Periodic Regulatory Goals and Approaches of the Greenhouse Gas Emissions promulgated in 2017, this project assisted Environmental Protection Administration (EPA) to set the first periodic regulatory goal from 2016 to 2020, and accomplished 5 important results: (1)organizing international information about reduction goal which indicated that most of countries are using top-down and bottom-up pathway to set their short-term target, and found out their next mitigation potential for sectors will be residential and commercial sector and transportation sector; (2)collecting and analyzing sectoral estimation parameters, including social, economic, and energy related parameters to provide principles and parameters for GHG emission trend projections and its improvements for the future; (3)setting the first phase of periodic regulation goal which are reducing 2% below 2005 level by 2020 while submitting sectoral regulation goals, vision for the next decade and organizing targets of electronic emission factor, also assisting EPA to convent related conventions;(4)organizing and analyzing overall sectoral impact assessment on economy, energy, society and environment, as well as the impact assessment of environmental sector and feasible review on target setting;(5)providing recommendation on national and sector-based assessment indicators. Therefore, this project has completed setting the first phase of periodic regulation goal, as well as evaluation system for improving legal measures on GHG periodic regulation goal and its supporting system.
