Environmental Protection Bureau, Chiayi City (abbreviated as EPB in the following descriptions) initiated a project to facilitate the establishment of 10 recycling stations this year (2017) to reduce the quantities of garbages and improve the recycling effectiveness. The project was based on boroughs and targeted to promote the “Recycling Convenient Stops in Chiayi” to change the recycling concepts and habits of the citizens. People were encouraged to well collect the recycling materials generated by cleaning their houses or environment of the neighborhood then they can send the materials to the recycling convenient stops in boroughs to gain the rewards for some daily supplements with environmental protection certificates. The recycling quantities were increased and the garbages were reduced at the end. Also, the recycling materials could be sold to earn funds for the social welfare improvement, environmental maintenance and recycling station operations etc. in the boroughs. This is a win-win project to bring the citizens the better environments. The project has been implemented for 8 months and the achievements were collected and summarized as the following,
I. Coaching to establish the recycling stations.
(I)10 recycling stations were established by 15th June and the promotional materials were provided for rewards exchange.
(II) The rebuilding images of 10 recycling convenient stops were completed and all the required equipments were provided, like recycling tanks (with labels), foldable carts, foldable tables etc.
(III)Based on the announcements of Environmental Protection Administration for recycling station application, we explained the rules of application to the people from the boroughs and help them to form the committees for the recycling funds management under the exclusive account.
(IV)Executive inspections and statistics data were performed monthly; the operational results of stations and the funds under exclusive account were monitored by months as well.
(V)By 30th November, 10 recycling convenient stops have collected 31,238.1 kg of quantities with 2,885 attendees. The total earnings of the recycling materials were NT$106,921 and 167 events for rewards exchange were conducted.
II. Promotion and facilitation.
(I)All the promotional materials were designed and produced for rewards exchange (L exhibition stands, flags, detailing aids and reward point collection cards etc.) . And the materials were delivered as required accordingly.
(II)5 news releases and related newsletters were provided and 1 media report was published on newspaper.
(III)2 related meetings were conducted.
III. Achievement collation and miscellaneous items of tasks.
(I)The monthly working meetings were conducted from April to November.
(II) The achievement reports from April to November were submitted for review.
(III)The achievement results of the first to fourth quarters were collated.
We coached the citizens to complete the establishment of 10 boroughs recycling convenient stops and collected 31,238.1 kg of recycling materials with 2,885 attendees in 2017. The total earnings of the recycling materials were NT$106,921 and 167 events for rewards exchange were conducted. The highest recycled quantities took 81.7% which were all papers and weighed 25,528.7 kg. The next was plastics with 1,980.4 kg and took 6.3% of total. The recycled cook oil was the lowest item and took only 0.04%.The total recycled quantities and attendees were from Hwanan Borough with 4,736.8 kg of recycled materials and earned NT$17,157. The attendees were 494 people.
Besides, the people in boroughs, exclusive account numbers, recycled quantities and rewards exchange numbers were analyzed. The highest account initiated rate, exchange rate and average recycled quantities by person were fallen in Hwanan Borough with 3.1%, 20.9% and 2 kg, respectively. However, if we looked at the average recycled quantities versus the earnings of them based on the achievement results of exchanging rewards events, the highest one was Mintzu Borough with 332.5 kg and NT$1,164 whereas Hwanan Borough had the highest people numbers for rewards exchange at recycling stops, with 24 people in average.
