This project analyzes greenhouse gas reduction strategies and measures of international organizations and national / regional transport sector, including International Transport Forum (ITF), International Council on Clean Transportation (ICCT), Eco Mobility, European Union, United States, Japan and so on. Domestic reduction measures of transport sector in recent years were also collected in this project, which can be used as references, so as to develop long-term reduction strategy of transport sector.
Key points of the implementation plan for 2017 includes establishing baseline emissions for our transport sector. Target includes land transportation (railway transportation, highway transportation) and air transportation. It was also proposed in this project that transportation industry should be included as the emission sources of registered greenhouse gas emissions in the second phase GHG inventory, as well as to collect domestic practices and developing progress of promoting vehicle energy efficiency standards.
The project discusses the reduction strategies through experts consulting conference and cross-ministerial platform meeting. Furthermore, adjusting the strategies by rolling adjustment. Understanding current greenhouse gas management situation of the industry and reduction measures through transportation industry seminar, which can be serve as reference for developing future policies.
The project provides key point reduction strategies of each phases for transportation departments, focused on promoting standards of vehicle energy efficiency in the first phase, in order to meet the goal of national greenhouse gas reduction. Also, build up the greenhouse gas management ability and proposed greenhouse gas inventory registration methods of transportation departments. Study and set up the minimum report standard for emissions of various industries and the amount of transportation equipment, so as to use as reference for future regulation planning.
Finally, corresponding to the international aviation industry control pressure actively, priory establishing registration mechanism for domestic aviation industry greenhouse gas inventory.
