Abstract
During the annual project was conducted, one information session about indoor air quality (IAQ) have been held this year. The objects were the public sites secondly announced by the Taiwan EPA (Environmental Protection Administration) and those needed to be re-examined in 2017. Additionally, a cross-office horizontal negotiation meeting was also held on 2017 Nov., discussing responsibilities and obligation of each office and work items of individual division.
Regarding the planning of patrolling and inspection, direct reading instrument-based measurements were conducted in the restricted zones and where people usually stay for 130 public sites within Tainan City. 2 firstly announced public sites in Tainan City values in compliance with the indoor air quality standards. And 21out of 31 secondly announced public sites also had momentary peak value, including library, museum, audiovisual singing place, movie theater, market and fitness places. Besides, for 97 preparatory announcing public sites, including, indoor swimming pool, fitness places, swimming pool, kindergarten, market and restaurant, 70 among them showed momentary peak values. The primary items at peak value were carbon dioxide, carbon dioxide, formaldehyde, TVOC, PM10 and PM2.5. For 36 general public sites, continuous automatically monitoring of carbon dioxide during operation and screening sites with high concentrations for more than three days were also conducted. The results showed that, concentrations of carbon dioxide in 19 public sites were probable higher than the regulated standard.
According to inspecting and measuring of standard approaches for the firstly and secondly announced public sites¬-principles for inspecting and measuring regulated by Taiwan EPA, there were 31 public sites and 143 items have been performed in this project. Within this inspections, there was one public site (Zhong Hua of Fitness Factory ) carbon dioxide (CO2) concentration and two public sites (Chang Rong of World Gym Fitness Center and Guo Bing of World Gym Fitness Center) where bacteria exceeded the regulated standard. In order to increase the understanding of staffs about IAQ related problems and further solutions for these problems, professional field guides were invited to assist seeking any possible pollution sources, and necessary advices for improvements were simultaneously provided on site for 36 public sites with higher measurements while they were patrolled and inspected or with higher monitoring results in this program.
The examining and scoring performance concerning IAQ has been achieved by Environmental Protection Bureau of Tainan City Government through the help of our team. Self-scoring was at 99.2 points in “2017 City Municipal ＆ County Government Cooperating on Promotion of the Management Act governing indoor air quality (IAQ)”.
For the 33 firstly announced public sites in Tainan City, all the specialists for maintenance and management of IAQ have been set up via necessary assistance. Maintenance and management project of IAQ and the first version of standard procedures of regular examining have been drawn up.After being guided, 66 of 72 secondly announcing public sites in this city had set up specialists for maintenance ＆ management of IAQ as of end of December in 2017; all of the sections in the Proposal for Indoor Air Quality (IAQ) Maintenance; and 69 carried out the first IAQ measurements by the standard methods.
