國家溫室氣體清冊與國家報告編輯及審議機制運作(2/3)

中文摘要 國家溫室氣體清冊(National Greenhouse Gas Inventory)是聯合國氣候變化綱要公約(UNFCCC)及京都議定書各締約方人為溫室氣體排放與吸收量重要的數據資料庫,據以瞭解各締約方執行公約的進展,及評斷減緩的成效。根據2016年UNFCCC COP22巴黎協定(Paris Agreement)的協商趨勢,各式UNFCCC國家報告將成為巴黎協定第13條展現各締約方因應氣候變遷成果透明度及第14條全球盤點依據的重要報告。 我國自2012年底由行政院環保署成立了國家溫室氣體排放清冊審議委員及審議會議,迄今已經完成我國2014年、2015年及2016年國家清冊報告;2015年6月立法院通過溫室氣體減量及管理法(以下簡稱溫管法),其中第13條及其相關細則,明定中央主管機關須彙編國家清冊與溫室氣體國家報告。在國內外越來越重視國際溫室氣體相關數據及報告的趨勢下,本計畫除掌握分析UNFCCC及巴黎協定規範協商進展,建置國際溫室氣體排放統計資料庫,協助環保署在國內建構及推動國家溫室氣體清冊系統化運作機制,包括運作國家溫室氣體排放清冊審議會,以「2006年IPCC國家溫室氣體清冊指南」為基礎,維護及更新我國國家溫室氣體清冊登錄平台,開發清冊報告行動裝置應用程式,完成編撰我國2017年國家清冊報告,規劃國家報告編輯及審議程序,完成彙編國家報告中英文初稿,製作網頁與摘要文宣,促進各界對我國國家溫室氣體清冊的瞭解。本專案工作計畫主要工作目標與成果包括: 一、掌握UNFCCC國家報告與國家溫室氣體排放清冊相關規範及審議進展 本項工作完成巴黎協定下透明度、全球盤點(Global Stocktake, GST)、國家自定貢獻(National Determined Contribution, NDC)核算機制、2006年IPCC指南2019年精進版規劃分析、國家清冊審議結果、重要附件一締約國第六次國家通訊已取消政策措施的敘述與摘要說明等重要議題分析;提出我國宜就2019年精進版新增及更新之溫室氣體類別,盤點國內排放源及移除匯,規劃推動我國國內氣候盤點機制。 二、研析國際重要智庫與組織之研究報告及數據資料,建置國際溫室氣體排放統計資料庫 本項工作按計畫要求完成資料庫的更新與功能擴充,並僅就2018氣候變化績效指標(Climate Change Performance Index 2018, CCPI 2018)、人均溫室氣體排放、再生能源占總能源供給、每人總能源供給量及溫室氣體結構等之分析,我國在上述指標或數據上,在國際上皆處於較不利的排名狀況;建議我國積極推動溫室氣體減量提高再生能源政策目標,以逼近國際2℃目標,建議我國宜加強研提有利於我國長期數據的論述,如顧志耐曲線或者取經國際指標作法或自行研擬考量永續發展面向的指標,並嘗試加入其他國際評比,如氣候行動追蹤器(Climate Action Tracker, CAT)。 三、協助環保署運作國家溫室氣體清冊審議會,完成彙編發布我國2017年溫室氣體清冊報告 本項工作完成辦理兩次審議會議及六場次工作討論、彙編發布我國2017年溫室氣體清冊報告、簡要版清冊報告及文宣等,利用迪氐指數分析計算主要排放部門因素貢獻度、溫室氣體攀升主要影響因素,建議可進一步分析各排放源的共伴效應。 四、強化及維護國家溫室氣體清冊登錄平台,開發清冊報告行動裝置應用程式 本項工作完成維護及更新國家溫室氣體清冊登錄平台、我國溫室氣體排放清冊行動APP及提出我國CRF初稿。建議未來,可與各部門統計室建立機制,勾稽各部門提報之活動數據。另外,可強化該平台附加價值,增加運算及統計功能,協助各部門在平台上進行相關分析。 五、依國家報告編輯及審議程序,配合辦理相關工作會議,完成彙編國家報告中英文初稿 本項工作完成國家報告相關規劃、辦理4場次編輯工作討論會議、提出國家報告初稿;建議明年度由環保署召開跨部會編輯會議,未來可規劃一國家報告申報機制(或國內氣候變遷盤點機制)。

Compilation and examination mechanisms of national inventory report and national communication project ( 2/3)

英文摘要 The National Greenhouse Gas Inventory is the most significant database regarding to accounting purpose of anthropogenic GHG emissions and absorption by parties of the UNFCCC and Kyoto Protocol in order to further understand the implementation progress and assess the mitigation accomplishment. In the light of trend of Paris Agreement (PA) negotiated at UNFCCC COP 22 in 2016, the national reports under the UNFCCC would possibilly emerge the transparency of parties’ results for tackling clmate change under Art.13 of PA and become important for global stocktake under Art.14 of PA. In end of 2012, Taiwan EPA convened the National Greenhouse Gas Inventory committee and hosted several review meetings. Till now 2014, 2015 and 2016 ROC’s NIRs had been compiled and published. The Legislative Yuan adopted Greenhouse Gas Reduction and Management Act (hereinafter to be referred as GHG Act) in June 2015. Art. 13 of GHG act and its enforcement rules requests central competent authority must compile national inventory and national report on GHG. In the trend of more attention on international GHG data and report, this project aims to grasp the negotiation progress of the relative modalities under UNFCCC and PA and the tendency of international emissions. Besides it focuses on assisting Taiwan EPA to construct and promote the systematic operational mechanism for national GHG inventory, including the operation of review committee of national GHG inventory, maintain and update the web-basis registry platform of national GHG inventory based on 2006 IPCC guideline, develop mobil APP for inventory, complete 2017 Taiwan NIR, plan the process for compilation and review of national report, compile draft national report(Chinese and English Edition), establish a webpage for the 2017 invetory and compiling a summary brochure for promoting understanding of the citeszen on national GHG inventory. The main objectives and outcomes of this project include: 1. To master the modalities and review progress of UNFCCC national report and national GHG inventory. This work item of the project has completed analyses of transparency, global stocktake and NDC accounting under Paris Agreement, 2019 refinement of 2016 IPCC guideline, review results of national inventories and cancellation of policy under 6th national communication. Suggestions about taking stock of domestic GHG sources and removals referring to new guidance and updates under 2019 refinement and planning and promoting domestic stocktake mechanism are raised. 2. To analyze research report and data materials from important international think tanks and organisations and establish a database of international GHG emissions. This work item of the project has completed the update and expansion of international GHG database and made the analyses of CCPI 2018, GHG emission per capita, the renewable energy share of total prime energy supply (TPES), TPES per capita and structure of GHG emissions. Taiwan got disadvantageous situations among the above indexes or indicators. This project proposes suggestions Taiwan should increase policy target of renewable energy for approaching international 2℃ target, explore advantageous descriptions referring to long-term data set, for example, Kuznets curves, other international indicators or performance indicator which could be developed by ourselves and try to join international evaluation, such as CAT. 3. To assist Taiwan EPA to operate the review meetings of national GHG inventory committee and complete to compile and publish Taiwan 2017 NIR. This work item of the project has held two review meetings of the inventory and six discussion meetings, compiled and published Taiwan 2017 national inventory report, simplified report and brochures and utilize Divisia index analysis to calculate factor contributions of main sectors. A suggestion to study the co-movement effect of GHG sources and removals is raised. 4. To strengthen and maintain the web-basis registry platform of national GHG inventory and develop mobil APP for inventory. This work item of the project has completed the maintenance and update of the registration platform for national GHG inventory, mobil APP for inventory and draft CRF tables. This project suggests that to make cooperation with the statistical unites and audit the data from the sectors and strengthen calculation and statistic function for enhancing the value of the registration platform and assisting the sectors to make relative analyses. 5. To assist Taiwan EPA to hold the relative work meetings and compile draft national report (Chinese and English Edition) according to the process for compilation and review of national report. This work item of the project has completed the plan of national report, held 4 discussion meetings for national report compiler and proposed the draft report. This project suggests EPA hosts cross-ministry discussion meetings for national report compiler during next year. And draw up a national reporting mechanism (or domestic climate stocktake mechanism) could be taken into consideration.
