The Environmental Protection Agency (EPA) continued to implement the project, in addition to maintaining the rolling management method project, the operation Application (App), and the front pollution prevention management from the previous. This project actively promoted the independent management of underground storage system operators, including correcting the management methods and related regulations, proposing management suggestions list, strengthening the intelligent declaration and operation platform cooperating with EPA to raise management quality, and guiding local environmental protection units to successfully promote routine on-site operations.
1. To assist in the corrections of the management methods and related regulations, and assist in the development of relevant regulatory documents.
Based on the feedbacks from consulting the cases of management method, the project summarized the key points and framed the draft amendments content accordingly. The draft amendments included strengthening the definition of nouns, strengthening the prevention of facilities’ corrosion or oil leakage, enhancing the monitoring personnel’s expertise in pollution prevention, improving the leak detection efficiency and specifications of the inter-slot monitoring equipment, and elastic monitoring before permanent closure and strain treatment, etc. The project has held more than 40 internal discussion meetings and invited local environmental protection units for communication. The plan completed the inventory of the relevant operating procedures and reference documents for the announcement of the underground storage tank (UST) system.
2. To Conduct site surveys focused on 58 business projects (excluding gas stations), which were announced in the Water Pollution Prevention and Control Law, and provide a report on the assessment of the management.
The second version of management method has been updated since2011, and the control targets have been expanded to 59 business categories of the Water Pollution Law; therefore, the gas stations have been involved fully. The project conducted data collection, through factory registration codes and Environmental Management Systems (EMS) information, to grasp the 439 potential businesses, which should be managed. To evaluate the site survey list, the plan established the questionnaire and conduct a questionnaire survey. The results showed that 213 businesses had completed the questionnaire. Next, the project select 30 business among them for on-site survey and evaluation. The project conducted 30 business site surveys from December 18 to 25, 2017.
3. Upgrade and redesign the system and maintain and update related auxiliary systems to improve reporting and management efficiency.
In order to improve the service quality of the system, the project continues to maintain and upgrade the intelligent system platform of the system. Currently, it has completed: (1) increased Geographic Information System (GIS) space screening function; (2) Report Center Home Edited version; (3) Enhance the functions of the on-site inspection auxiliary operation device; (4) Establish the UST system to report the abnormal list statistics; (5) Establish the mobile device audio-visual operation teaching area; (6) Continue to interface with external system information and other multi-services To provide managers with a more friendly interface and enhance service quality.
4. To conduct on-site USTs inspection focused on abnormal declarations site and conduct site investigations and verification focused on the sites with high pollution potential.
The project has completed 60 on-site inspections, which met the requirement of the contract. It is divided into four categories A, B1, B2 and C according to the potential of rustic pollution. The results showed that there were 4 stations with a rustic pollution potential of Grade A, 5 stations were B1 and 3 stations were B2, 48 stations were C-class. The above-mentioned Class A have completed on-site pollution investigation/verification work. The results showed that the concentration of pollutants in the soil of the gas station in Kaohsiung City such as benzene, toluene, ethylbenzene, xylene and total petroleum hydrocarbons exceeded the control standard. And the relevant results of the other 3 stations have also provided for local environmental protection units to handle subsequent management operations.
5. To hold technical training and experience exchange meetings.
In order to ensure the consistency of the central and local standards when performing the above-mentioned on-site inspection, the plan specified a technical manuals the reference to the local environmental protection bureau. At the same time, the project held three stages of routine on-site technical education and training, including (1) 4 audit operations system operation training sessions and (2) 8 on-site inspections operational demonstrations and (3) 1 pollution investigation/verification operation technical exchange meeting to ensure that local environmental protection units can conducted the related operations successfully.
