According to the implementation efficiency of this project, the county's year 2017 regular inspection rate reached 72.2%, which is the second time since the year 2016 with the inspection rate slightly higher than that of the country’s average rate. The regular inspection rate in the remote places slightly rose by 0.5% in the year 2016. According to the EPA's annual reduction of benefits, the county's year 2016 high pollution locomotive HC reduction has improved by 62.42%, an increase of nearly 2.7% over year 2017.
In the project, we assisted in the handling of the second-cycle and the newly purchased low-pollution vehicles. In the year 2017, a total of 19,886 cases of second-cycle locomotive subsidies were reported, which was the highest number of cases handled since the county handled the second-cycle vehicle. In order to speed up the trial of the case, the work team has completed the implementation of some of the project procedures, and the multi-party support has completed all the review operations; another 1,909 newly purchase and redemption of electric two-wheeler subsidies in the county, and the electric two-wheeler subsidies have been accomplished completely so the case review work has also been completed in full.
According to the statistics, in 2017, the number of the county applying for the elimination of the old and completing the scrapped number, 21,616 vehicles with the second cycle have been eliminated. From April in 2018, 4,284 vehicles had also been eliminated. According to the pollution reduction, the TSP has been reduced: 21.86 metric tons, PM10: 16.06 metric tons, PM2.5: 13.03 metric tons, NMHC: 201.89 metric tons, CO: 255.37 metric tons, and NOx: 27.01 metric tons.
In the quality control operation of the regular inspection station, all the inspection operations met the expected progress. Although there were still some flaw situations, the flaw items of the existing station included those not detected according to the regulations, and not followed the normal maintenance, which had been improved obviously; the flaw situation was more obvious in the newly establish stations. The main reason was that the regulations on vehicle testing procedures were not clear enough, and the concept of no adjustment could be made after the testing process and after the testing was qualitied was not established, which was the main items for further counseling enhancement.
In the high-pollution vehicle propagating catheter system, after the acceptance of the high-pollution vehicle report case, the achievement rate of the project notification inspection of the case, the disciplinary rate and the bonus and the prize-issuing rate reached 100%. The results were still able to maintain good performance; while the key implementation of Kenting and Xiaoyaoqi clean areas have been promoted, with all control operations continuously handling. According to the annual inspections of these two regions and the self-management of the rental operators' vehicles, the implementation benefits have been initially visible, especially in the promotion of electric vehicles and the increase in the number of installations, which showed a clear improvement.
