新北市空氣品質維護改善規劃整合管制計畫(106年-107年)

中文摘要 本計畫工作項目包含:空品分析及空品不良應變作業,環境背景資料及污染 物排放量研析,管制策略檢討與執行成效評估,道路揚塵調查與推估,空品淨化 區管理及查核,中元紙錢減量宣導及提供行政協助等。 統計民國104~106 年間,新北市AQI≦50 比例平均值為44.9%,以民國105 年46.6%為最佳;而近三年AQI>100 比例平均值為10.5%,也在持續下降;107 年1 至9 月與近五年同期比較各污染物濃度亦顯示空品呈現逐步改善。本計畫協 助研擬空品不良通報機制及辦理應變模擬演練,當轄內測站發生AQI>100 時, 本計畫負責立即通報各計畫及相關單位執行應變作業,並將應變結果回報環保局、 環保署及撰寫檢討報告。 依據環保署TEDS9.0(102 年基準年)進行排放資料庫進行更新,各污染源排 放結構中,營建/道路揚塵是粒狀物主要來源,分別占PM10 及PM2.5 排放量之59% 及34%;SOx、NMHC 主要排放源為工業排放,分別占全市之67%及34%;CO 部分移動污染源排放量占全市90%以上。由本計畫自行推估之106 年排放量顯 示不論固定源或是移動源排放量都較105 年增加,除受林口電廠增為兩座機組影 響外,部分行業景氣回溫致排放量增加。 管制策略研訂部分,新北市於107 年初宣示以2 年內減少一座燃煤電廠污 染量為目標,提出3 面向7 作法40 項行動方案,期於民國108 年達到PM2.5 年 平均濃度15 μg/m3 之空品改善目標。為了解北空四市減量對臭氧八小時改善成 效,本計畫以CAMx 模式模擬評估結果顯示,除須由源頭減少民生端NMHC 使 用量外,既存工業污染源、印刷業及餐飲業仍需減少NMHC 的產生才能改善臭 氧八小時的問題。 道路揚塵調查與推估部分;本計畫選定境內155 條道路進行潔淨度巡檢,總 計完成608 公里,巡查結果顯示,90%以上均為A 級道路,僅少部分為B 級道 路。 在行政協助部份,本計畫逐季辦理空品淨化區查核作業及年度考評說明會; 針對中元普渡期間空污減量宣導,則協助進行網站內容更新更新、宣導品印製作 業;並辦理兩場次環保議題論壇及召開北部空品區管制座談會,增進跨域管制交 流。

The Integration Plan of Air Quality to Manintain, Improve and scheme

英文摘要 The scope of this project includes: 1) analysis of air quality monitoring data; 2) analysis and response for poor air quality incidents; 3) analysis of environmental background information and emission inventory; 4) review and amendment of air pollution control policies; 5) monitoring of major emission sources and fugitive emissions; 6) management of the Clean Air Zone; 7) promotion of Ghost Festival emission reduction policies; and 8) provide the administrative support to the New Taipei City Environmental Protection Bureau. Analysis of air quality data between 2015 and 2017 showed that the average occurrence of AQI≦50 is 44.9%, with 2016 having the highest 46.6%. In the same period, the occurrence of AQI>100 had decreased over the years, with an average of 10.5%. Comparing the air quality data from January to September 2018 to the air quality data from the past five years, the descending trend in the AQI analysis indicates a gradual improvement of air quality over the years. Our team is responsible for alerting all relevant agencies for emergency response when the AQI>100 in New Taipei City. Emergency response results and investigation reports shall be reported to the EPB. According to the EPA emission inventory (TEDS 9.0), construction and roadway fugitive dust are the main sources of PM emission, which encompass 59% and 34% of PM10 and PM2.5, respectively. Industrial emission accounts for 67% SOx emission and 34% of NMHC emission. Meanwhile, mobile emission accounts for more than 90% of CO emission. We discovered that the emission of pollutants in 2017 is more than 2016. The probable cause may be the addition of 2 generation units in Linkou Power Plant and economic recovery in several industries. In 2018, The New Taipei City Government pledged to reduce the emission of particulate matter with the amount which is equivalent to the emission a coal-fired power plant. To achieve this goal, The New Taipei City Government 40 action plans, hoping to lower the yearly average of PM2.5 to 15μg/m3. In order to understand the effect of emission source reduction on the ozone 8- hour average concentration, the simulation result of the CAMx model showed that in addition to reducing household usage of NMHC, the existing industrial pollution sources, printing industry, and catering industry also need to reduce the generation of NMHC. As for the investigation and estimation of roadway fugitive dust, our project selected 155 roads in the city limit for cleanliness inspection, totaling 608 kilometers. The inspection results show that more than 90% are Grade A roads, and only a few are Grade B roads. In the administrative support section, the project assisted with the quarterly Clean Air Zone inspection and the annual assessment briefing. For the promotion of air pollution reduction during the Ghost Festival period, we assisted in the update of the website content and the printing of promotional items. We also held two forums on environmental issues and held a symposium on the control of Northern Clean Air Zone to enhance cross-domain regulation and experience exchange.
