擴充化學物質知識地圖計畫

中文摘要 本計畫回顧美國、加拿大、歐盟、日本與南韓對於化學物質管理的評估機制與標準程序,篩選出30類化學物質。彙整國際間化學物質之評估篩選機制,考量國際間對於化學物質的使用情形、毒理資料、環境流布、致癌性、持久性、生物累積性、毒性等管理方向,健全國內化學物質管理之基礎資訊。根據健康風險評估之四項基本步驟,建立篩選出30類化學物質之環境化學物質濃度資料庫,內容包括化學物質辨識、危害確認、劑量效應評估以及本土性環境介質監測濃度等欄位。 以戴奧辛與鎘進行風險評估的結果,相較於世界衛生組織所建議的每日耐受攝入(TDI)值(1-4 pg-TEQ/kg bw/day),臺灣各地區的男性與女性族群,不論在吸入途徑或食入途徑,因暴露戴奧辛所致之95%非致癌風險上限值仍在可接受範圍內(即HI<1);相較於美國環保署所建議之食物TDI值(1 μg/kg bw/day)或加拿大所建議之TDI值(0.8 μg/kg bw/day),臺灣各地區的男性與女性族群,於食入途徑之HI遠低於1,意即因暴露(食入)鎘所致之95%非致癌風險上限值仍在可接受範圍內(即HI<1)。 本計畫並擇定以「戴奧辛」為主題編撰化學物質暴露風險手冊,內容包含最新風險評估、國內政策現況、法規規範、行政因應措施、衛教宣導等。並完成6則時事議題之文章,分別為「汞水俣公約」、「歐盟之芬普尼(fipronil)污染雞蛋事件」、「歐盟認定雙酚A為環境荷爾蒙,並列為高度關注物質名單」、「類尼古丁農藥危害蜜蜂事件」、「全氟己基磺酸及其鹽類(PFHxS)列為高度關注物質名單」與「胎兒時期之氟化物低劑量暴露可能存在神經毒性風險」。 本計畫另完成改版化學物質知識地圖網頁資訊,將網頁以下列七大主軸方式呈現: 1.即時定位周邊化學工廠、2.地理圖資訊分佈、3.環境污染法規資訊、4.國內外新聞資訊、5.資訊下載區、6.關鍵字搜尋、7.線上回饋。

Expansion of Knowledge Map of Chemical Substances.

英文摘要 We review the assessment mechanisms and standard procedures for chemical substance management in the United States, Canada, EU, Japan and South Korea and screen 30 chemical substances. Assemble and evaluate international screening and screening mechanisms for chemical substances and take into account international regulatory directions such as the use of chemical substances, toxicological information, environmental spread, carcinogenicity, persistence, bioaccumulation and toxicity, and improve the basic information on the management of chemical substances in Taiwan .According to the four basic steps of health risk assessment, a database of the concentration of environmental chemicals in 30 categories of chemical substances has been set up, which includes the identification of chemical substances, the identification of hazards, the assessment of dose effects and the concentrations of local environmental media monitoring concentrations.
