106年度空氣污染綜合防制及應變計畫

中文摘要 本計畫期程為106年7月2日至107年7月1日,主要工作內容為綜合管理各空氣污染防制基金編列計畫執行品質之監督及管考,以達到各項管制工作之預期目標,並整合具體成效及特色成果,除了確保桃園市空氣品質符合標準外,進而達成良好環保署考評績效;另一重點則為掌握及更新桃園市環境負荷及污染排放資料,分析境內空氣品質監測結果及空氣品質不良事件日污染成因探討,提供環保局據以檢討修正近程空氣污染管制策略。 分析桃園市境內環保署一般測站97年至106年(扣除沙塵影響)空氣品質不良(AQI>100)站日數各站多呈逐年改善趨勢,於空氣品質不良(AQI>100)惡化站日數中,以PM2.5佔最大宗,顯示PM2.5仍為造成空品不良的主因。桃園市106年各項空氣污染物濃度皆有改善,除了PM2.5手動及自動年平均值、其餘污染物濃度均符合空氣品質標準。 在空污防制計畫之監督管理工作方面,本計畫每月針對各項考評指標,進行各空氣污染防制計畫執行進度及品質查核,彙整各計畫查核結果,呈報環保局並提出建議改善方案。為確立計畫整體管制方向,另於計畫期間內辦理2場次空氣污染綜合防制教育訓練會、1場次跨局處緊急應變協商會、3場次餐飲業空氣污染防制法令說明會、工作實地督導稽核6場次、2場次專家諮詢會議、3場次內部工作檢討會議、1場次北部空品區交流座談會、2場次空污管制基金委員會,提升各計畫工作績效及執行品質。 在空品不良應變措施,統計桃園市105-106年空氣品質不良(AQI>100)日數分別為62天及54天,其中空氣品質不良主要指標污染物均為PM2.5及O3,統計於106期間已執行桃園市空氣品質不良通報及因應措施共80次,主要針對AQI>100及AQI>150時,環保局落實通報廠家進行自主減量及稽巡查作業。在空氣品質改善執行成效及策略研擬工作方面,每月針對環保署自動測站及桃園市自行設置之空氣品質測站,收集測站資料分析,並於每季提出空品分析專題報告,深入探討本市區域性污染問題。 於逸散源懸浮微粒排放型態分析上,今年度已完成調查,建置本市本土裸露地排放係數。於空氣污染監測評估或調查作業上,則分別針對酸雨及微型監測器進行作業,酸雨部分透過氣象資訊、空氣品質測站資料與降水化學分析結果,建立降水事件資料庫,依本次分析作業成果顯示,雨水中主要致酸離子NO3-與nss-SO42-濃度與懸浮微粒濃度有很高的相關性,顯示雨水的污染程度與空氣品質有密切的關係。於微型監測站上,已整合共計50點位,且進一步設計雲端平台系統功能,後續為有效利用微型監測站輸出之污染物濃度,將以濃度擴散圖作為雲端平台主軸,持續推動平台更新。 在媒體宣導方面,藉由大眾媒體宣導,使民眾即時掌握及瞭解環保局為打造潔淨、舒適之環境致力於各項防制工作,共計為57版次平面媒體主動報導,未來將持續辦理宣導作業,透過報紙、廣播等媒體宣揚桃園市空污防制相關成效,以使民眾熟知環保局各項空污防制工作內容,並凝聚民眾共識,達到全民共同投入保護環境工作之目的。

The Integration Plan of Air Quality to Manintain, Inprove, and Strain

英文摘要 This project was carried out from July 2, 2017 to July 1, 2018. The main working contents included the supervision and evaluation on plan execution quality prepared according to comprehensive management of various air pollution prevention and control funds, so as to achieve the expected goal of various control jobs and integrate the specific effectiveness and characteristic results. It ensured the air quality in Taoyuan City to meet the standards to further gain the excellent performance assessment given by the Environmental Protection Administration. Another focus is to keep track of the environmental load and pollution emission data of Taoyuan City, analyze the air quality monitoring results and discuss the cause of the pollution on the event day of poor air quality. The findings can serve as reference for the Environmental Protection Administration to revise the air pollution control strategy. After the analysis of the general monitoring station of the Environmental Protection Administration in Taoyuan City, the proportion of (excluding the effect of sand and dust) poor air quality (AQI>100) has presented the trend of improvement year by year from 2008 to 2017, while the proportion of good air quality (AQI≦50) tend to rise year by year. In terms of the number of days of deterioration of poor air quality (AQI>100), PM2.5 accounts for the largest proportion, meaning PM2.5 remains to be the major cause of poor air quality. In 2017, the concentration for various air pollutants in Taoyuan City has been improved. Apart from the manual and automatic annual average of PM2.5 and the 8th largest value of O3 within 8 hours, the concentration of other pollutants all meet the air quality standard. In terms of the work of monitoring and managing the air pollution prevention and control plan, this project checked the execution progress and quality of the air pollution prevention and control plan every month according to various assessment indicators. It also summarized the check results of each project to present them to the Environmental Protection Administration to put forward the improvement program. In order to establish the project’s overall control direction, the following activities will be additionally conducted during the period of the project to enhance the work performance and execution quality of each project: 2 education and training meetings about the comprehensive prevention and control of air pollution, 1 trans-bureau emergency response negotiation meeting, 3 explanation meetings about the air pollution prevention and control act in catering industry, 6 times of field work supervision and check, 2 expert consultation meetings, 3 internal work review meetings, 1 symposium about the exchange of air quality district in the north and 2 air pollution fund committee meetings. As for the emergency measures for poor air quality, there are respectively 62 days and 54 days for the poor air quality (AQI>100) in Taoyuan City in 2016 and 2017 according to the statistics, among which the main pollutants for poor air quality are PM2.5 and O3. According to the statistics in 2017, the notices for poor air quality in Taoyuan City and the response measures have been implemented for 80 times; in case of AQI>100 and AQI>150, the Environmental Protection Administration informs the manufacturers to independently reduce the emission amount and carry out the inspection work. In regard to the execution effectiveness and strategy making related to air quality improvement, the materials are collected each month from automatic monitoring station of the Environmental Protection Administration and air quality monitoring station set by Taoyuan City on its own to conduct the analysis and the special report about the air quality analysis is proposed each quarter to deeply discuss the regional pollution problems in this city. In terms of the analysis of dissipation-source aerosol’s emission pattern, the investigation has been completed this year to establish the emission coefficient of the local open ground in this city. As for the air pollution monitoring evaluation or investigation work, the work is conducted respectively in acid rain and miniature monitoring station. In the part of acid rain, the rainfall event database is established through meteorological information, the data of air quality monitoring station and the rainfall’s chemical analysis results. Based on the work results of this analysis, the acid rain in this city is indeed, to some degree, affected by the foreign pollutants. In the future, the rainfall event records made by this project can be used in the situation when the rainfall may be affected by foreign pollutants to provide them in the early-warning operation. The concentration of the major acidic ions of NO3- and nss-SO42- in the rainwater is highly correlated to the concentration of aerosols, which shows that the rainwater’s pollution degree is closed related to the air quality. A total of 50 point locations have been integrated in the miniature monitoring station and the functions of cloud platform system will be further designed. In order to subsequently make an effective use of the pollutant concentration exported by miniature monitoring station, the concentration diffusion diagram will be used as the center of the cloud platform to continuously promote the platform update. In terms of media advocacy, the mass media is used for advocacy to make the public timely master and understand that the Environmental Protection Administration is devoted to various kinds of prevention and control work to create a clean and comfortable environment. At the same time, the news release and advocacy manuscript have been respectively published on the website of Environmental Protection Administration for 5 times and 66 times to help with the integration of media’s active report results, with a total of 57 editions; besides, the seminar on the strategy of air pollution prevention and control business was held during the period from April 27 to April 28, 2018, where the experts and scholars in each county and city can share and exchange the control results. The advocacy work will be continuously done in the future to publicize the air pollution prevention and control effectiveness in Taoyuan City by means of newspapers and broadcast to make the public know clearly about the air pollution prevention and control work contents of the Environmental Protection Administration and build the public consensus, so that all the people can engage in the work of environmental protection.
