106年度新竹縣空氣品質監(檢)測計畫

中文摘要 新竹縣內共計有4站空氣品質人工測站(竹北、竹東、五峰及山崎),106年本計畫執行每月2次TSP、每月1次PM10及PM2.5監測結果(24小時),均符合空氣品質標準(250、125及35 μg/m3);新竹縣TSP於3月測得最高值,PM10於3月測得最高值,PM2.5於1、2月測得最高值,推測原因為季節影響導致監測值偏高。106年各測站監測結果與歷年相比,多為中位數以下,顯示空氣品質獲得改善。每月4站空氣品質人工測站亦執行落塵量之監測,新竹縣介於嚴重至極輕微污染等級。 本計畫於人工測站執行監測前,先進行測站維護保養作業,並全力配合環保署空氣品質人工測站輔導,106年11月23日至柏新科技檢驗室完成查核,106年12月13日完成測站現場查核作業及系統輔導。 本計畫依照合約規範執行1站次環境大氣有害空氣污染物濃度監測,配合環保署政策調整監測時間至第4季,使得累積新竹縣四季之環境大氣有害空氣污染物濃度值,故於106年11月27~28日於環保署湖口自動測站執行22種TSP重金屬、87種揮發性有機物、16種醛酮化合物、17種化合物戴奧辛、17種多環芳香烴、10種酸鹼氣體之環境大氣有害空氣污染物濃度監測。本年度建置新竹縣第4季環境大氣有害污染物濃度監測結果,檢出微量重金屬,甲醇、乙腈、丙酮、異戊烷、二氯甲烷、2-丁酮、甲苯等揮發性有機物,甲醛,戴奧辛,微量萘、苊烯、苊、芴、菲、苯駢厄、芘、苯(g,h,i)駢芘等多環芳香烴,氨氮,其餘皆未檢出或小於檢量線最小濃度。 空氣品質微型監測已完成雲端平台建置,同時可接收PM2.5、溫度及溼度等數值,並可即時連線顯示現場數值;106年4月24日架設於竹東自動測站執行併行比對,連續監測結果與竹東自動測站之手動監測結果進行迴歸,取得迴歸式以校正指定地點之監測結果。經環保局指定於106年8月14日完成新竹體育場及山崎測站之架設作業,連續監測120天以上,並由併行比對之迴歸式校正監測值。 新竹縣內共計有6個環境噪音與6個交通噪音監測站,各監測站每季執行2次 24小時連續監測作業,106年四季噪音監測結果合格率為100 %。本計畫配合環保 局需求,分別完成3處快速道路、1處高速鐵路、1處航空噪音等指定地點噪音監 測工作,由於本項工作為噪音陳情案件,本計畫皆委由環保署認證之檢驗室完成 監測工作。依據環保署沙塵網站資料顯示,本年度環保署監資處尚無發布沙塵暴 預報,故未執行機動性監測。

106 annual Hsinchu County air quality supervision and inspection plan final report

英文摘要 Hsinchu County has total 4 air quality manual stations located in Zhubei, Chutung, Wufeng and Shanchi. In 2017, the frequency of implementation of the TSP monitoring program is twice a month, and the monitoring frequency of PM10 and PM2.5 is once a month, each monitoring time is 24 hours. TSP , PM10 and PM2.5 monitoring are in line with air quality standards(250, 125, 35 μg/m3). Hsinchu County TSP and PM10 measured in March is the highest value, PM2.5 measured in January and February are the highest value. Speculated that the reasons for the seasonal impact of high monitoring values. The monitoring results in 2017 are lower than previous years, showing an improvement in air quality. The 4 stations air quality artificial stations also perform the monitoring of dustfall, the amount of dustfalls between serious and very slight pollution levels. This project conducts station maintenance work before performing monitoring at artificial station, and fully cooperate with the EPA air quality manual station counseling, EPAto HAC Laboratory to complete the inspection on Nov. 23, 2017 and complete the station site inspection operations and system guidance on December 13, 2017. This project will implement the monitoring of the concentration of harmful air pollutants in the atmosphere of a station in accordance with the contract specifications. In line with the policy of the EPA, the monitoring time is adjusted to Q4, allowing the cumulative air pollutant concentrations in the four seasons of Hsinchu County. November 27-28, 2017 Twenty-two heavy metals in the TSP, 87 kinds of volatile organic compounds, 16 kinds of aldehydes and ketones, 17 kinds of compounds dioxin, 17 kinds of polycyclic aromatic hydrocarbons, 10 kinds of acidic alkaline gases were implemented at the Hukou automatic station of the EPB. This monitoring has detected trace amounts of heavy metals, Methanol, Acetonitrile, Acetone, Isopentane, Methylene chloride, 2-Butanone, Toluene, Formaldehyde, Dioxin, Naphthalene, Acenaphthylene, Acenaphthene, Fluorene, Phenanthrene, Benzalkonium, Pyrene, Benzene (g, h, i), Ammonia nitrogen. Air quality micro-monitoring has completed the cloud platform construction that can receive PM2.5,temperature, humidity and other values at the same time and real-time connection can be displayed on-site values. It was set up at Chutung Automatic Station to carry out parallel comparison on April 24, 2017. The continuous monitoring results were returned with the manual monitoring results of Chutung Automatic Station, and regression was obtained to correct the monitoring result of the designated sites. As specified by the EPA, Hsinchu Stadium and Yamasaki Station were completed on August 14, 2017 and were continuously monitored for more than 120 days. The regression results were calibrated by parallel comparison. There are altogether six environmental noises and six traffic noise monitoring stations in Hsinchu County, and each monitoring station performs two times of monitoring per quarter for twenty-four consecutive hours. The results of the noise monitoring in the four seasons in 2017 passed with 100%. In conjunction with the requirements of the EPB, the project performs noise monitoring on three expressways, one high-speed railway and one aviation. The work commissioned by the certification company. This year, the Environmental Protection Department's enforcement office have not issued any forecast of sandstorms. Therefore, no mobility monitoring was implemented.
