Nowadays, there are 488 toxic chemical substances operation factories (markets) under controlled by Taichung city ,to strengthen the management of toxic chemical substances and disaster rescue business ,also ensure the safety of people’s life,environment,and property.First of all is to prepare disaster prevention and operate management ordinarily, to reduce the probability of toxic chemical substances accident;when disaster occurred,we must have a prefect rescue organization(official units and NGO),human resource and equipment, to control disaster in short period of time, also minimize the damage and prepare to deal with the problem and restore. To achieve above-mentioned, Environmental Protection Bureau, Taichung City Government planned“106 Tachung city toxic chemical substances disaster prevention health checkup project.”
This project implement time is from January 20th to December 31th in 2017, each contract business work effects:
1. Handle the management of toxic chemical substances: (1) Accomplish to examine Taichung city toxic chemical substances operation plants for 461 sessions (2)To assist high risk factories examine or location scouting for 105 cases (3) Handle Taichung city toxic chemical substances operation plants and check construction of environmental inspection and punishment control system and bookbuilding 618 times (4) Handle 4 sessions of toxic chemical substances relevant laws guide orientation and a total of 475 manufacturers participate (5) Assist to handle toxic chemical substances license and register approve documents for 503 cases.
2. Handle Taichung city toxic chemical substances disaster rescue: (1)Handle Taichung city toxic chemical substances disaster response resue training and review conference each 1 sessions; (2) Handle Taichung city toxic chemical substances operation plants expert guidance on the spot for 12 sessions; (3) Handle Taichung city toxic chemical substances places warning system detection equipment and specialist guidance on the spot for 12 sessions ,also co-operate with bureau to handle mutual Defense operation(central area) about the early warning test teamB00001,teamB02102,andteam B02203,etc.each 1 session); (4)Assist to handle emergency response support for 5 sessions; (5) Execute the large operate of toxic chemical substances opration plants in Xitun and Nantun Dist and consequence aimulate analysis; (6)Assist to handle toxic chemical substances damage prevention and response project for future reference for 24 cases; (7)Collect disaster rescue dooucument about Taichung city toxic chemical substances operation places for 519 cases; (8)Handle Taichung city toxic chemical substances operation plants and other jurisdiction related to disaster prevention department communication test for 621 cases.
