106年度土壤污染評估調查人員教材編修專案工作計畫

中文摘要 現行土壤污染評估調查人員訓練教材自100年開始使用至今,為因應相關法令政策調整及最新相關技術發展,透過本計畫研討並更新教材內容以符實務需要。教材編修以成立教材編修小組方式邀請土水專業領域專家8人執行編修工作,編修小組成員先進行目前使用中教材之檢討,依結果提出教材編修草案,包括課程名稱、大綱、及上課時數等,編修草案經專家諮詢審核修正後,依此展開教材內容實質編修。此次編修主要考量受訓學員資格放寬,因此加強土水污染概論性介紹與政府土壤污染政策,使參與訓學員更能掌握土壤污染之全貌;而針對部份屬學理性且與土壤污染評估人員之業務需求較無關者將予以調整,如水文地質部份較學理性之篇章將予以刪除。全套教材分為5類,共15科,上課時數34小時,除依規定時程提交工作進度報告、期中報告、期末報告,聽取前述審查委員建議外,完成一次專業審查會議、一次書面審查,協助檢視相關教材內容是否合宜,最後完成全套訓練教材講義與簡報之修訂,並取得各科目著作授權同意書。此外,為維持現行教材內容之正確性,本計畫每2個月蒐集土水最新法規、政策、統計資料與現行教材內容比對比對,也請開班中授課講師進行教材勘誤;前述兩項工作,若錯誤內容未涉及教材之理論或架構調整,則即時將勘誤內容修改於教材與練習題中,連同工作進度報告(2個月一次)提送環訓所,作為教材修改之依據。

Soil Pollution Assessment Investigation Personnel Training Materials Editing Project

英文摘要 The current Soil Pollution Assessment Investigation Personnel training materials have been used since 2011. Through this project the contents of the textbooks were updated in accordance with the adjustment on the relevant environmental laws & regulations and policy, and the latest relevant technology development in order to meet the practical needs. Teaching materials were edited through the procedure as below. First, establishment of Training Materials Editorial Board which invited 8 experts in the field of soil and groundwater professionals in ITRI class to carry out the editing work. Second, review of the current textbooks by the members of the editorial board. Third, draft of revised textbooks proposed after being reviewed, including course name, outline, and teaching hours. Fourth, the draft was reviewed by the outside expert for further consultation. Five, the textbook content was substantially developed by the Editorial Board according to the final draft. The editorial amendments mainly considered the relaxation of qualification for trainees. Therefore, the concept of soil and groundwater pollution and relevant government policy is introduced so that trainees can better understand the whole picture of soil pollution. Nevertheless, the detailed theory and context unrelated to requirements of service for soil pollution assessment staff were adjusted. For example, the theoretical description of hydrogeology in the text were deleted. The full set of training materials is eventually divided into five categories with a total of 15 subjects, requiring 34 class hours. In addition to the required schedule to submit work progress report, mid-term report, and the final report, the project completed a professional review meeting and a written review following the previously-mentioned suggestion of the review committee; collected and organized the results of reviews and made sure the relevant content of training materials is appropriate; finally completed a full set of training materials with revised the PowerPoint files; and received the Copyright License Agreement for each subject. In addition, in order to maintain the accuracy of the contents of the existing training materials, the project collects the latest regulations, policies and Government Statistics in the soil and groundwater pollution for comparison in every second month. We also ask the instructor in the class to make corrections. If the incorrect content does not involve the theory or the structural adjustment in textbooks, the immediate correction will be collected in the errata associated with the teaching materials and exercises. All the correction documents together with the work progress report (every 2 months) will send to the Environmental Professionals Training Institute, also as the basis for the revision of teaching materials.
