1.Low Carbon Island Evaluation
This project tracks the achieved percentage of plan scheduled progress, the changing of plan date, the expected works and results of each plan in Low Carbon Island Program. Statistics showed that, up to December,2017, 5 plans were completed, 15 plans met the schedule for work progress, and 5 plans have fallen behind schedule. In addition, this project assist in “Meeting of the Promotion Committee for Kinmen Low-Carbon Island” convened on a quarterly basis by the Kinmen County Government and Environmental Protection Administration, respectively. This plan also assist Kinmen Environmental Protection Bureau to fill in the handling situation, the promoting effectiveness, and computing the performance of carbon reduction for low carbon related work in Kinmen County.
2.Establish Low Carbon Communities and Counsel the Rating Certification
This project hold a session of the“Seminar for Kinmen County Low Carbon Sustainable Homeland Certification and Rating System”for the communities, while also selecting the “Xiajuang Community, Shanwai Village, Jinhu Township”and “Jushan Community, Jusha Village, Jincheng Township” as the core low-carbon communities, with three low-carbon programs completed according to the characteristics of communities, respectively. Becoming the demonstration sites for the creation of low-carbon communities, and assist the environmental volunteers in communities to form promoting groups. In order to force to expand promotion on practical experiences, or to promote them to the surrounding communities. In addition,this project establish ties of six communities which at least meet the entry requirements, with a total eight low-carbon programs being promoted. The amount of the total carbon reduction are estimated 5,237 kgCO2e/year. We also select three low-carbon programs to collect related resources and convert work effectiveness to certification projects, publish them on the“Low Carbon Sustainable Information System”.
Our work group has assisted 16 villages to obtain the entry-level certification and 10 villages to obtain the bronze-level certification in Low-carbon Sustainable Homeland Certification and Rating System, and we have obtained abundant information of recent situation. We keep promoting each administrative unit in Kinmen County to join the certification and rating system. This project assist the“Anmei Village,Jinning Township” to obtain the entry-level certification and the“Xinhu Village,Jinhu Township”to obtain the bronze-level certification. As for the township, this project counsels the“Lieyu Township”, which is the demonstration object of zero-carbon island in “Kinmen Low Carbon Island Program”, to enhance it to bronze-level certification. In the case of the county, this project has submitted the performance document of silver-level to examine, the progress to December is still under written reviewing. If it pass the written review in the future, our work group will arrange the in-situ inspection schedule, for the sake of obtaining the silver-level certification for Kinmen County.
3.Regional Low Carbon Development-Low Carbon Renovation for Buildings
According to the characteristics of low-carbon development in Kinmen County, this project evaluate and select the Low Carbon Exhibition Hall at Environmental Park to promote demonstration plan of low-carbon renovation. We particularly invited members from Missile and Rocket System Research Division in National Chung-Shan Institute of Science and Technology to form an energy-saving counseling group based on the contract. After the in-situ inspection, the group discover the potential carbon reduction space of Low Carbon Exhibition Hall at Environmental Park and write the energy-saving report. Besides, we conduct the grid-connected photovoltaic system for existing 4.5kW solar panels on the roof. It can provides renewable energy for the hall and Kinmen Environmental Protection Bureau to use. The amount of the total electricity generated are 4,800 kWh/year, and 13,440 dollars of electricity fee will be reduced for estimated. The work can save not only energy and resources consumption but also greenhouse gas emission by Kinmen Environmental Protection Bureau.
4.Implement Educating and Training Session or Propaganda Activities
This project conducts 2 sessions of the “Water Saving Battle ~ Life Intelligent Camp for Young Delegates in Environmental Protection”, with a total of 80 people to participate in the activities. Moreover, we combined the outdoor teaching of each elementary school in Kinmen to conduct observation in Low Carbon Exhibition Hall at Environmental Park. Statistics showed that, up to December, we have a total of 1,723 teen visitors to visit the hall. In addition, we collaborated with CommonWealth Magazine to publish a low-carbon related online report in November, which introduced the policy advocacy for waste recycling in Kinmen and the treatment of sea-drift waste. Simultaneously, we enumerated international ways and experience, hope to create a pattern of eco-efficient economy in islands. Furthermore, this project assists in making two roll-up banners whose subjects are performances of low-carbon programs in Kinmen. In order to display the effectiveness on resource recycling.
5.Administrative Management Procedures
This project collect disclosed statistics on the “Greenhouse Gas Carbon Disclosure of Cities Service Platform System for Cities”. To follow that, we inspect and modify the 2015 administrative area greenhouse gas emissions inventory data in Kinmen according to the 2017 new version working instruction. We have completed the 2015 administrative area inventory list and confirmed the platform registering. In 2015, the greenhouse gas emissions were 342,108 tons of CO2e and per capita emissions were 2.58 tons of CO2e per year. Additionally, we analyzed current situation and variation trend of greenhouse gas emissions in Kinmen from 2012 ~ 2015. After that, we took investigation of the main emission source and the carbon reducing effectiveness as the reference for follow-up energy saving and carbon reducing projects during planning and conducting.
