106年度臺南市空氣品質監測站資訊顯示系統操作維護及分析作業計畫

中文摘要 本計畫主要藉臺南市空氣品質監測站資訊顯示系統操作維護工作,確保運轉正常及數據品質,同時彙整維修紀錄表及改善建議報告,提供環保局掌握維修狀況;並訂定測站維護之標準作業程序及維護檢查表以確保維護品質配合達成環保署監測站考核標準。 本計畫期程為106年5月11日至107年1月31日,目前各項計畫工作結果分別摘要說明如下: 一、空氣品質人工監測站監測採樣分析作業 (一)落塵量收樣及放樣 本計畫預定完成108站次落塵採樣及分析,106年5月採樣失敗,另民德國中站5月因頂樓防漏工程施工,故5月及6月暫停維護採樣分析作業,截至107年1月31日已完成95站次採樣及分析作業,達成率88 %。 (二)總懸浮微粒採樣分析 本計畫預定完成216站次總懸浮微粒採樣分析,於計畫期程起至107年1月31日已完成214站次採樣及分析作業,達成率99 %。 各站監測結果均符合空氣品質標準(TSP 24小時值250 μg/m3);幾何平均值部分,歷年均低於空氣品質標準年幾何平均值130 μg/m3。 二、空氣品質人工監測站維護及校正作業 (一)監測儀器保養維修 本計畫預定完成216站次儀器保養維修,於計畫期程起至107年1月31日已完成214站次儀器保養維修作業,達成率99 %,民德國中站5月因頂樓防漏工程施工,故暫停維護採樣分析作業。 (二)監測儀器校正作業 單點流量校正216站次,截至107年1月31日已完成214站次單點流量校正作業,達成率99 %;多點流量校正36站次,截至107年1月31日已完成36站次多點流量校正作業,達成率100 %;計時器應每年7月進行校正,其24小時誤差不超過2分鐘於106年7月執行計時器校正,應完成12站次,已完成12站次計時器校正作業,達成率100 %,校正結果均符合規定。 (三)精密度測試 本計畫預定完成9站次測試比對,截至107年1月31日已完成9站次測試比對作業,達成率100 %。 三、自動測站操作維護及校正 本計畫預定完成18站次月維護作業,截至107年1月31日已完成18站次月維護作業,達成率100 %;預定完成季維護6站次,截至107年1月31日已完成6站次季維護作業,達成率100 %;預定完成半年維護4站次,截至107年1月31日已完成4站次季維護作業,達成率100 %;預定完成年維護2站次,截至107年1月31日已完成2站次季維護作業,達成率100 %。 106年5月至107年1月,扣除每日自動校正以及定期維護所造成資料漏失外,城西里測站及楠西測站資料可用率皆符合合約規定之90 %。 監測結果部分,以各污染物濃度變化趨勢而言,高值發生於秋、冬季節為主。各測站差異部分,懸浮微粒以臨近海邊的城西里站及山區的楠西站濃度較低;SO2及NOX以較少受固定源或移動源影響之楠西站,測值明顯較其他站為低;CO則因楠西站零點偏高之情形,導致該站測值相對較高;O3以城西里站相對較高,乃因其受現地環境因素所影響;NMHC以臺南站、安南站等都會型測站測值普遍較高。 四、執行小西門LED電子顯示看板經常性操作保養 本計畫預定完成9站月維護作業,截至107年1月31日已完成9站月維護作業,達成率100 %。 針對每日空氣品質訊息,以每日更新計算,共計播放266筆;其他協助製作之播放內容則為40項80筆。

2017 Tainan Air Quality Monitoring Station Information Display System Operation, Maintenance and Analysis Work Plan

英文摘要 This project covered the operation and maintenance works of Air Quality Monitoring Station (AQMS) in Tainan City in which assuring the normal conditions of facilities of AQMS and quality of sampling data, reporting the comprehensive maintenance records, summarizing the improvement measures as well as reporting latest conditions to Environmental Bureau. Taken into account assuring of maintenance work in compliance with standard of quality and assurance of AQMS, this project included the formulation a set of standard operation procedures and maintenance form. The major achievements of project, started from 11 May 2017 to 31 January 2018, were summarized as followings: 1. Air Quality Monitoring Station Sampling Analysis a) Dustfall Measurement Dustfall collection and analysis was scheduled to be completed 108 times throughout the contract term. Sampling failed on May of 2017. As of 31 January 2018, it completed 95 times of dust fall collection and analysis and achieved 88% completion rate. b) Total Suspended Particulates (TSP) Sampling Analysis Total suspended particulates (TSP) sampling analysis was scheduled to be completed 216 times throughout the contract term. From the planning period to 31 January 2018, it completed 214 times of analysis and achieved 99% completion rate. The monitoring results at all stations met the air quality standards(TSP 24 hour 250 μg/m3). The geometric mean over the years were below the air quality standards(130 μg/m3) 2. Air Quality Monitoring Station maintenance and Calibration Works a) Maintenance Works of Analyzers and Samplers Maintenance of Analyzers and Samplers was scheduled to be completed 216 times throughout the contract term. From the planning period to 31 January 2018, it completed 214 times of operation and achieved 99% completion rate. b) Calibration Works of Analyzers and Samplers One-point Flow Calibration and Multi-point Flow Calibration were scheduled to be completed 216 times and 36 times throughout the contract term. From the planning period to 31 January 2018, it completed 214 times and 36 times of operation and achieved 99% and 100% capture rate respectively. Timer Verification should be performed every July; the 24-hour error should not exceed 2 minutes. Timer Verification was performed on 7 July 2017, it was scheduled to be completed 12 times throughout the contract term and completed 12 times of operation and achieved 100% completion rate. c) Precision Check Precision check was completed 9 times throughout the contract term and achieved 100% completion rate. 3. Operation, Maintenance and Calibration Works of Air Quality Monitoring Station Monthly, quarterly, bi-yearly and yearly maintenance works were completed 18, 6, 4 and 2 times respectively and achieved 100% completion rate. Excluding daily automatic calibration and data loss caused by regular maintenance, station at Chengxili Station and Nanxi Station achieved 90% valid data capture rate of the contract provisions. About the monitoring results, the high value occurred in the autumn and winter seasons in terms of the trend of the concentration of each pollutant. PM10 and PM2.5 were at lower concentrations in Chengxili Station near the seaside and Nanxi Station in the mountains. Because the Nanxi station were less affected by fixed or mobile sources, SO2 and NOx values were significantly lower than other stations. Due to the high zero point of Nanxi Station, the CO value of the station were relatively high. O3 were relatively high at Chengxili station due to its environmental impact. NMHC were generally higher in Tainan Station and Annan Station. 4. Routine maintenance of LED electronic display broad Routine maintenance of LED electronic display broad was scheduled to be completed 9 times throughout the project term. From the planning period to 31 January 2018, it recorded 9 times of work and reached 100% completion rate. A total of 266 pieces of daily air quality information were broadcasted, and 40 items (80 pieces) were broadcast for other assistance.
