This project was executed between January 20, 2017, and December 31, 2017. Its primarily objective was to strengthen the functionality of various parts of the Household Waste Management System (abbreviated to HWMS hereinafter) and assist in review and establishment of measurement principles for official regular waste statistics reports; it was also intended to further broaden and promote the digitization of official statistics reports for purposes of online review, which makes possible a centralized report management platform and allows environmental units to report information in a timely manner as well as solves user problems.
In addition, in order to better understand the reasonableness and accuracy of statistics for national waste disposal amounts, this project continued to conduct the digitization of auditing work for the reporting of data, and established a routine notification mechanism as well as auditing indexes; it provided for discussion and optimization of the reasonableness of current official reporting items, all for the purpose of having a better grasp of the processing flow of regular waste items such as household waste, waste food oils, and night soil. Such information was provided to the Environmental Protection Administration for reference when verifying the accuracy of data reported by each local executive authority as well as a basis for policy making.
Also, regular waste management services such as source reduction, handling of batteries containing mercury, exchange of second-hand items, and investigation reports of waste collection routes were planned according to the requirements of each business unit; such functions as listing, reporting, inquiry, and management of businesses under observation were established. Also, in coordination with the Environmental Protection Administration’s information management policy plan, this project strengthened the digitization of reporting and the handling of open data, which helps to liberate the energies of private operations and build up academic research resources as well as unify channels through which official data is released.
