農業生產剩餘資材(廢果樹枝、菇包)多元化利用推動計畫

中文摘要 臺灣素有水果王國之美名,一年四季都有優質水果生產,為我國重要的農業經濟項目之一。果樹生產過程中,基於栽培管理等目的進行修剪,產生的廢棄枝葉因無法於短期內腐熟分解,部分農民集中後多使用露天焚燒方式處理,可能影響交通、發生火災,更嚴重會影響空氣品質。廢菇包為太空包生產菇類所衍生之剩餘資材,材質主要包含木屑及塑膠袋,再利用前須先將木屑及塑膠袋拆解、分類,工序繁瑣且處理成本高,且現行可處理或再利用業者有限,部分農民會暫時堆置於農地,易形成髒亂點或流入鄰近溪流中。   廢果樹枝及廢菇包均為農業生產剩餘資材,屬可循環再利用之資源,本計畫即針對廢果樹枝及廢菇包之產生量及回收循環利用量進行探討,蒐集調查各縣市廢果樹枝及廢菇包產生數量、分布情形、清除、處理、再利用現況,及露天燃燒現況與相關問題,透過20場次實地訪視了解現地實際面臨問題後,進一步評析可因應之對策。針對回收循環利用機制及管理改善,提列相關建議方案,並針對效益進行研析。為推動廢果樹枝及廢菇包回收循環再利用機制,透過2場次說明會辦理,宣導多元處理方式。輔導5縣市地方政府建立回收循環再利用體系,因地制宜建立多元化再利用管道,達到最佳循環利用效果。

Agricultural Waste (Pruned Fruit Tree Branches and Spent Mushroom Compost) Diverse Utilization Promotion Scheme

英文摘要 Widely known as the “kingdom of fruits”, Taiwan produces quality fruits all year round, which is an important source of agricultural revenue for the Taiwan economy. Branches and leaves discarded from pruning during fruit tree cultivation are often burned in open air by some farmers as they cannot decompose quickly. This may have an impact on transportation, cause fires and even affect air quality. Spent mushroom compost is residual substrate left from mushroom production. The substrate mainly consists of saw dust and plastic bag, which must be separated and sorted out before reuse. As the process is tedious and costly, and currently not many businesses are able to recycle or reuse the spent substrate, some farmers will simply pile them up in their farmland, causing a mess and polluting nearby rivers. Pruned fruit tree branches and spent mushroom compost are residues from agricultural production, and are considered recyclable and reusable resources. The quantity of pruned fruit tree branches and spent mushroom compost produced and recycled was analyzed, information on production quantity, distribution, disposal, processing and reuse of pruned fruit tree branches and spent mushroom compost in each county/city, and current situation of open burning and related issues was gathered and investigated. After finding out actual problems faced by farmers through 20 on-site visits, possible solutions were further analyzed. Proposals on improving the recycling system and its management were made, and the benefits were analyzed. To promote the recycling and reuse of pruned fruit tree branches and spent mushroom compost, two seminars were held to promote diverse ways of handling the agricultural waste. Counseling was provided to the local government of five counties/cities to establish a recycling and reuse system. Diverse channels for reuse have been established according to local conditions, achieving optimal recycling.
